for the Construction of Orange Avenue

On October 31, 1978, the City Council by Resolution No.
9351 approved an agreement between the City of Chula Vista
and the County of San Diego for the construction of Orange
Avenue from Third Avenue approximately 0.5 miles easterly to
Albany Avenue.
Section 6 of that agreement pertaining to the award of
contract reads, "After bids for project have been received
and opened by County and prior to the award of contract for
said project by County, County will notify City of the
lowest responsible bid and request its approval to award the
contract. If either County or City does not wish to award
the contract based upon bids received, County will reject
all bids, and will call for new bids based either on
existing or revised contract documents. After receipt and
opening of any such new bids, County will again notify City
of the lowest responsible bid and request its approval
before awarding the contract."
On November 1, 1979, the County of San Diego received bids
for the construction of Orange Avenue. Bids were received
for two alternates. Alternate A uses asphaltic concrete
berm along the edge of the pavement. Alternate B replaces
the asphalt concrete berm with Portland Concrete curb and
gutter. It was at the insistence of City engineering staff
that an alternate for the construction of concrete curb and
gutter in lieu of asphaltic concrete berm be included in the
bid documents.

Upon completion of the project and acceptance of the improve-
ments, the City will assume the cost of maintaining those
improvements within Orange Avenue and Second Avenue which lie
within the City of Chula Vista.
STAFF RECOMMENDATION
1. City Council approve the award of the contract for the
construction of Orange Avenue to Young & Sons Inc. in the
amount of $n97,691.50 for Schedule ~ (Alternate B).
2. The City authorize the expenditure of funds in the amount of
$175,000 for the construction of Orange Ave. from Project
RS03 - $48,084.10, Project RC05 - $94,400.00, and Project GT77 -
BOARD/COMMISSION RECOMMENDATION $32,515.90.

City engineering staff and the County engineering staff
recommends that the contract for the construction of Orange
Avenue be awarded for Alternate B to Young & Sons inc. in
the amount of 5497,691.50. The apparent low bidder, Young &
Sons Inc., is 2.19 above the engineer's estimate for
Alternate B.
In a preceding unanimous consent item at this meeting, the
City Council is requested to approve the First Amendment to
the Agreement between the City and County for the
construction of Orange Avenue. This resolution also sets
out a request for the approval of transfer of funds and the
expenditure of an additional 5175,000 for the construction
of Orange Avenue and in accordance with the first amendment
to the agreement.
