On October 16, 1979 the City Council approved a report recommending the installation of a
"minimum landscaping scheme" for the site of the former Civic Center Annex. In that report
it was indicated that approximately six weeks would be required to advertise for bids if
the normal bid process is followed as outlined in the City Charter.
In reviewing the scone of the work involved, staff believes the work can be performed better,
and perhaps more economically, with the City using its own employees (at least fora major
portion of the work) than by private contractors.
The estimated cost for the work to be performed for the entire project is approximately $20,000.
I believe that waiver of the bid requirement for part of the work is justified in that:
1. Considerable work, and consequently time, are involved in preparing detailed plans
and specifications, which can be eliminated if the City workforce performs the work.
2. It is essential that the work be accomplished, if possible, prior to the onset
of winter rains.
3. Costs of small contracts tend to be abnormally high because of the small bid
quantities, particularly when a project involves several relatively small, different type,
operations.
Staff's proposal would still contemplate following City Charter requirements for the installa-
tion of the irrigation system and possibly the placement of plant material if City crews are
not available to do the work at the appropriate time. The work contemplated to be done by
City forces is:
- grading
- concrete work
- planting of landscape materials.
