On July 12. 1988. the City Councll accepted the Engineer's Report and
adopted a resolution of intention to levy assessments in the EastLake
area for landscape maintenance of street medians in EastLake for Fiscal
Year 1988-1989. That resolution also set the related public hearing for
,)u.ly 26. 1988
RECOMMENDATION: That the Council hold the public hearing and adopt, the
subject resolution.

DISCUSSION:
EastLake Maintenance District No. 1 was established in 1986 to pay the
costs of maintaining the landscaping and electrical energy for the
decorative street lighting planned for various streets within the
EastLake area. The district was divided into two zones. Zone 'A"
(nort~h of Otay Lakes Road) was assessed a tot.al of $10.000 and Zone "B"
(south of Otay Lakes Road) was not assessed. as the zone was not within
a benefited area.
The district was not assessed during Fiscal Year 37-88 because the infor-
mation required to spread the assessments was not provided to the City
in time to allow the data to be sent to the County Tax Collector. Thus.
EastLake has maintained the median islands this past fiscal year.
It is proposed that the assessments will pay for the costs of water and
general maintenance of the landscaping in the median islands within East
'H" Street. the stub streets entering EastLake Hills and EastLake
Shores. Otay Lakes Road and EastLake Parkway. The original report
stated that t"he assessments were to cover t,he costs for energy for
special street lighting, plus maintaining the landscaping adjacent to
the rights of way, in addition to maintaining the medians in various
streets. However. the special lighting was not installed as planned and

new areas of the City. there are no street light energy charges.

The City's consulting engineers. Willdan Associates. prepared the
Engineer's Report for the next fiscal year. The following is a summary
of the assessments as determined by the consultants:

The budget is based upon the annual estimated costs. It is the City's
pOllCY to have a 50% reserve in order to make payment before tax
revenues are received in December.

for bids for a maintenance contract and return to Council to adopt a
budget for the District and award the contract in 60 to 90 days.
Property owners in EastLake have received notice by mail of this public
hearing within the prescribed time period. The City Clerk has had the
notice published in the local newspaper.
A representative from Willdan Associates (Assessment Engineer) will be
