Mr. Pat Pigeon, on May 25, 1988, requested that an all-way stop be installed
at Hilltop Drive and G Street/Peppertree Road.
RECOMMENDATION: That the City Council adopt a resolution to install all-way
stop signs on Hilltop Drive and Peppertree Road/G Street intersection.
BOARDS/COMMISSIONS RECOMMENDATION: The Safety Commission at their meeting
of July 14, 1988, voted 4-0 to accept staff1s recommendation.
DISCUSSION:

Hilltop Drive is a north-south residential collector street with a
curb-to-curb width of 40 feet, north of G Street. South of G Street, the road
width transitions from 40 feet in width to 28 feet in width since there are no
street improvements along the east curb line. The Average Daily Traffic (ADT)
on Hilltop Drive is approximately 6,400 vehicles. A radar speed survey
conducted by staff on May 26, 1988 shows 85% of the vehi cl es travel i ng at a
speed of 39 mph or less. The posted speed limit is 30 mph.
G Street is a 40 foot wide residential collector which intersects with the
west side of Hilltop Drive. An ADT count for this street shows approximately
2,220 vehicles. Due to several telephone poles and the growth of some palm
trees and shrubbery, the sight distance for eastbound traffic is poor. The
motorist has to make two complete stops in order to proceed through the
intersection. The first stop is at the stop bar. When a vehicle is here,
only the traffic northbound on Hilltop Drive is visible. Therefore, the
motorist drives forward a few feet past the stop bar to look for southbound
traffic. At this point, the sight distance for eastbound traffic is still
reduced, due to several large palm trees in front of 404 Hilltop Drive. When
a vehicle is in this position, any northbound vehicle making a left turn onto
"G" Street must make a wider turn to avoid this eastbound vehicle.
Peppertree Road is acting as a residential collector street. This street has
a paved width of approximately 28 feet. There are no street improvements such
as curb, gutter or sidewalks on either side. An ADT count for this street
shO\'Js approximately 1,990 vehicles. Traffic westbound on Peppertree Road has
a sight distance problem only with the southbound vehicles on the northeast
corner of this intersection. Vehicles northbound on Hilltop Drive are always
visible except for when they are between Vista Way and the crest of a vertical
curve 650 feet south of "G" Street.

A review of the reported accidents at the subject intersection over the past
year show that there have been four acci dents of the type suscepti b 1 e to
correction by an all-way stop control.
An All-Way Stop Control study was done by staff in which this intersection
received 30 points out of a possible 50, meeting the minimum points required
for the installation of an all-way stop. Based on the foregoing, the subject
intersection satisfies the criteria for the installation of an all-way stop.
Staff, therefore, recommends that the City Council adopt a resolution to
install an all-way stop sign on Hilltop Drive and Peppertree Road/G Street.
It is also the staff's recommendation that the shrubbery which is reducing the
sight distance be removed or trimmed at 398 & 404 Hilltop Drive and 7 Cresta
Way by residents.
FISCAL IMPACT: Cost of installation is approximately $300.
