The City has entered into a contract with South Bay Community Services to
provide juvenile counseling services for the last two fiscal years. This
contract is now due to be extended for another year.
RECOMMENDATION: That Council adopt resolution.

DISCUSS ION:
The Chula Vista Police Department has operated a very successful Youth
.counselor/YOuth Diversion Program since 1972. Until June of 1985, the
Department employed the counselors as permanent City employees. During the
past three years, we have contracted with South Bay Community Services (SBCS)
to provide our counseling services. The stafffeels that contracting with SBCS
is superior for several reasons; i.e., the professionals assigned have been
highly qualified and dedicated individuals and the contractual arrangement is
financially more advantageous. These counselors also receive regular clinical
supervi si on from a psychol ogi st. In summary, SBCS has provi ded servi ces to
the Police Department and the community in several ways. Approximately 95% of
referrals come directly from the Police Department. The other 5% of referrals
are from schools, family or self-referral. The reason for most referrals is
for domestic problems or delinquent behavior (90%). Additional referrals are
drug or school related. Services provided by SBCS are family counseling
(65%), individual (25%), a group counseling, tutoring, and youth employment
( 1 0% ) .
In fiscal year 1988-89, South Bay Community Services has agreed to provide
these services for $29,425 which is a 6.5% increase over the 87-88 rate of
$27,500. It should be noted that SBCS also places a second juvenile counselor
in the Police Department and that position is funded by a State grant with no
direct cost to the City.
FISCAL IMPACT: The $29,425 is budgeted in Account 1050-5201.
