HomeMy WebLinkAboutReso 1979-9892Revised 12-20-79 RESOLUTION NO. 9892 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING SITE PLAN FOR BROADWAY & "F:" STREET SHOPPING CENTER The City Council of the City of Chula Vista finds as follows: That in accordance with the attached Negative Declaration, IS-80-3 and the findings therein and subject to the conditions as recommended by the Environmental Review Committee on November 29, 1979, the site plan for development of the shopping center at Broadway and H Street will not have a significant impact upon the environment and the City Council hereby certifies that the conditioned Negative Declaration was prepared in accordance with the California Environmental Quality Act of 1970 as amended. The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has heretofore received the recommendation from the Planning Department for the approval of a site plan subject to the following conditions: 1. The Planning Director shall review final site plans and architectural elevations (including signing) to insure com- patibility with the Town Centre II redevelopment standards. 2, Landscaping plans shall be reviewed by the City's Land- scape Architect to insure that plant materials, size and placement are consistent with the "gateway" concept along "H" Street. 3, The length of building units 3, 4, 5 and 6 in Building "A" shall be reduced by 3 feet and landscaping provided on the south side of the building adjacent to the common easement. 4, Street trees shall he installed along Broadway within the public right of way (spacing and number to be determined by the City's street tree superintendent). 5. The developer shall give the City an irrevocable offer of dedication for 12 feet of right of way on the south side of "H" Street between the west property line of the service station site and the first driveway to the west of that site, and R'HEREAS, the City Council has heretofore considered said site plan and reviewed the conditions as recommended by the Director of Planning on December 18, 1979. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the site plan for the develop- ment of the shopping center at Broadway and H Street in accordance with the recommendation of the Director of Planning and subject to the conditions set forth hereinabove. City Cle-k NEGATIVE DECLARATIQN PROJECT TITLE: Project Location: Project Proponent CASt: N0. IS-80-3 A. Project Setting DATE: Nov. 29, 1979 The subject project site involves approximately 2.81 acres of developed property located at the southwest corner of H Street a;~,l Broadway (excluding the adjoining gasoline station). Currently, the site is developed with a vacant one story commercial structure (27,700 sq. ft.), formerly occupied by the f7ayfair Food Market. Also included within the project area is a portion of Madison Ave. approximately 290 linear feet of public roadway located along i_he project's northwestern boundary. Adjacent land uses include a gasoline service station and H St. to the north, Broadway and the Chula Vista Shopping Center to the east, a bank, retail commercial complex and a plant nursery to the south, and an office building and auto supply shop to the west. Due to the project's location within the city's urban area, there is a general lack of native vegetation and wildlife present. The project vicinity is not subject to any unusual geologic hazard or adverse soil conditions. B. Project Description The applicant proposes to renovate and expand the existing building and convert the interior into several separate retail spaces. In addition, a new retail commercial building will be constructed in the southeast portion of the site which will house 9200 sq. ft. of floor area and accommodate 6 shops, a Fotomat is also proposed. Existing parking facilities will be upgraded to provide 161 parking spaces required by city standards. Vacation of the Madison Ave. right-of-way will accommodate 44 of the total vehicle spaces planned. (See attached site plan.) C. Compatibility with zoning and plans The applicants proposal is in general conformance with onsite C-T zoning and thoroughfare commercial land use designation of the General Plan. However, on-site zoning maybe at variance with the Policy of the Scenic Routes element of the General Plan. Policy states that all properties, with the exception of the R-1 zone, "adjacent to scenic routes shall have the "P" Precise Plan Modifying District or other district requiring plan review attached to the Broadway & H St. Shopping Center S4;C Broadway & H St. Harriet Stone 6566 Ridge Manor San Diego, CA 92120 ~~~ ~ underlying zone." The subject property is located adjacent to the fI St. gateway and may warrant the "P" Modifying District. U. Identification of environmental effects 1. Traffic According to the projects' Traffic Engineer, Stephen George & Assoc., the proposed project could generate approximately 3900 vehicle trips. These additional trips will increase traffic volumes utilizing the H St/Broadway intersection adjacent to the site. This intersection is currently operating at about 890 of capacity and additional volumes could exacerbate the existing situation. Based on capacity calculations of the Broadway/H St. intersection with existing traffic volumes inflated to a 1980 level and project related traffic added, the intersection would be operating at about 95~.of its capacity. This is a poor level of service and furthermore, the analysis does not include such additional generators as the H St. Metropolitan Transit Board station near I-5, the 3rd & H St. So. County Court facility or the anticipated expansion and redevelopment of the Chula. Vista Shopping Center. Thus it can be seen that the traffic from this project will stress the Broadway/H St. intersection to, or at least near, its capacity. Anticipated projects in the vicinity will raise traffic levels which will likely result in a cumulatively significant impact on the intersection's capacity. 2. Aesthetics The project site is located adjacent to the Town Center II Redevelopment area. To ensure that the subject project does not impact proposed redevelopment plans, final design should be reviewed by the Zoning Administrator relative to the Town Center II design criteria. Also, since the project is located adjacent to the H St. gateway, all landscaping plans shall be subject to the approval of the City's Landscape Architect. E. rifitigation measures necessary to avoid significant environmental impacts 1. Directly related to this project area are the public improvements along H St. & Broadway. If the Broadway/H St. intersection is to operate at an acceptable level of service with the project, and shortly after, other projects, the widening of the public right-of-way will be necessary to accommodate, at least, a "free right hand turn lane" from east bound H St. to south bound Broadway. This would require the modification of the site plan along H St. The length of the widening will be subject to approval of the Traffic Engineer and City Engineer. ~~~ ~ -3- a) Condition: The public right-of-way along the H St. frontage shall be widened to accommodate a free right hand turn lane. This cffer of dedication shall be considered by the City Council prior to approval of the site plan. This will require modification of the site plan and also involves implications for the existing service station noted as "not a part" on the site plan. b) Condition: All driveway approaches will be provided with 20 ft. radius curb returns. c) Condition: Subject to the approval of the City Engineer, appropriate sidewalks and bus stop areas/seating shall be provided. It is recognized that this project location provides a unique opportunity for interface & amenities of bus- transit users along with retail services. Innovative approaches to this concept are encouraged. 2. Aesthetics The project area is located adjacent to a redevelopment project area and a gateway as designated on the General Plan. Therefore careful consideration of the projects' aesthetic related impacts should be considered. a) Condition: The Zoning Administrator shall review the proposed site plan and architectural elevations to ensure compatibility with the Town Center II development standards. b) Condition: The City's Landscape Architect shall review the final landscape plans to assure that plant materials, size, placement and irrigation are consistent with the concept of providing a "Gateway" to the City of Chula Vista. C~ ~f Z F. Findings of insignificant impact 1. The project site is void of any significant natural or man-made resources and-there are no known geologic hazards within the vicinity. 2. The proposed commercial center is in conformance with the zoning ordinaince and the General Plan and it is not anticipated that short term goals will be achieved to the disadvantage of long term environmental goals. 3. Potential impacts that have been identified can be mitigated to an acceptable level and none are anticipated to occur which would interact and result in a substantial cumulative effect on the environment. 4. The project will generate considerable vehicle traffic but with implementation of specific mitigation measures, will not result in overloading adjacent streets. No threat to human life will occur due to project implementation. .The project will not result in the emission of any hazardous waste materials or pollutants. G. Consultation 1.
