ITEM TITLE: Resolution ~Oo T3 Authorizing payment of $143,277 from the
Transit Service Fund to CPO for LTF over ayment for FY 1979-80

When the City filed its FY 1979-80 LTF claim for $836,700, it was
anticipated that Chula Vista would operate Chula Vista Transit.
However, in an effort to avoid the LTF 50$ limitation requirement, SCOOT
was formed and began operating Chula Vista Transit as of August 20,
1979. As the City had received $210,000 in LTF funds and since it was
eligible for only $66,723, it is my
RECOMMENDATION: That Council authorize the payment of $143,277 from the
Transit Service Fund to the CPO as a refund of the LTF overpayment.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
When the City's Transit Coordinator submitted the FY 1979-80 LTF claim
in March of 1979 for $836,700, it was anticipated that the City would
operate Chula Vista Transit. However, in actuality, the City operated
Chula Vista Transit only between July 1 and August 19, 1979. On August
20, 1979, SCOOT took over the operation of Chula Vista Transit. As
Council will remember, this step was taken in an effort to reduce the
impact of the LTF 50~ limitation requirement. Therefore, rather than
being eligible for $836,700, the City is eligible only for $66,723.
Since the City has received $210,000 of the $836,700, we must refund
$143,277 (which CPO has requested we do immediately) to the Local
Transportation Fund. These funds are available in the Transit Service
Fund and may be paid with Council's authorization.
FISCAL IMPACT: $143,277 is available in the Transit Service Fund for
the LTF repayment.
