ITEM TITLE: Resolution/003(v Accepting an easement for street purposes from
County of San Diego, dedicating and naming as "H" Street
and Third Avenue a d directing the recordation thereof

The Engineering Department has received a Grant of Easement for Street
Purposes from the County of San Diego. It is my
RECOMMENDATION: Approve resolution.
DISCUSSION:
Engineering staff will be submitting to the California Department of
Transportation by March 25, 1980, the plans, specifications, cost
estimates and right-of-way certification for the widening of Third
Avenue from "G" to "K" Streets. The construction of this project is
budgeted in the City's 1979 and 1980 Capital Improvement Program. The
City will be partially reimbursed for the cost of this project with
Federal Aid Urban Funds.
A portion of the City's project abuts the County's new South Bay
Regional Center between "H" and "I" Streets. The County, as a condition
of the City issuing them a building permit, is required to construct
additional improvements consisting of pavement, curb, gutter and
sidewalk along the westerly half of Third Avenue between "H" and "I"
Streets. Construction of these additional improvements by the County
also requires that the County dedicate to the City of Chula Vista
additional right-of-way for the street improvements.
The City's project requires the relocation of the traffic signals at the
intersections. of Third Avenue and "H" and Third Avenue and "I" Streets.
These traffic signals will be relocated within the additional right-of-
way which the County Board of Supervisors granted to the City on March
4, 1980.
The City stands a good chance of receiving additional funds from the
State for the widening of Third Avenue if the City can submit its right-
of-way certification and cost estimate to the State by March 21, 1980.
Before the Development Services Administrator can sign the documents
certifying that all right-of-way has been acquired for the Third Avenue
project, it is necessary for the City Council to accept the easement for
street purposes which was granted by the County Board of Supervisors on
March 4, 1980. The executed document conveying the right-of-way to the
City was delivered to staff on Monday, March 17, 1980.
