The City's original 5- year Transit Development Plan recommends a "pulse scheduled" bus system with vehicles emanating from this transit center. As of yet, this proposed pulse scheduled system has not been planned. We have also recently discussed with Council the need for the City to analyze the most feasible arrangements available for maintaining transit vehicles (such as constructing a facility for joint South Bay operators usage). Therefore, it is my :RECOMMENDATION: That Council approve a consultant contract with Wilbur Smith & Associates to perform the following tasks: 1. Analyze and develop revised CVT bus routes and schedules; 2. Conduct a bus maintenance feasibility alternative analysis. BOARD/COMMISSION RECOMMENDATION: Not applicable DISCUSSION: Since adequate manpower is not presently available in-house nor does staff have the technical expertise needed to effectively perform both tasks, requests for proposals were sent out nationwide to about 40 consulting firms in November, 1979. Eight firms submitted written proposals to perform either one or the other or both of the above listed tasks. A committee comprised of staff from Chula Vista, CPO, and the County Department of Transportation selected the following five qualified firms to be invited to an oral interview: 1. 2. 3. 4. 5. Barton-ASChman Wilbur Smith & TAMS PBQ&D & Associates Associates Mohl-Perry & Associates These firms were interviewed by a separate panel chosen by the City Manager made up of staff from Chula Vista, CPO, MTDB, and the County. Based primarily on relevant prior experience and staff capabilities, the interview committee has recommended that Wilbur Smith & Associates be awarded the contract to perform both tasks. I concur with their recommendation. O/l~~ Continued ~~ Form A-113 (Rev. 11/79) Item No. 13 P4eeting Date 3-11-80 Page 2 Task One of the proposed study requires that: a) Existing CVT routes and schedules be studied and revised as necessary to improve system efficiency. b) Routes and schedules are to be developed to reflect a "pulse scheduling" system. A maximum of $6500 has been budgeted for the preparation of Task One. Task Two requires that: a) A determination be made of the maintenance requirements of CVT over the next 10 years. b) An evaluation of feasible maintenance alternatives be made in order to locate the optimal maintenance facility and site for the future CVT fleet, if indeed such a facility will be required at all. A maximum of $8500 has been budgeted for the preparation of Task Two. Both tasks will be completed by the consultant and a draft final report will be submitted to staff within 10 weeks after they receive the City's notice to proceed, anticipated to be sent out in late March. I will forward the consultant's final report with my recommendations to Council shortly thereafter.
