HomeMy WebLinkAboutPlanning Comm min 1984/10/10 Tape #252, Side 2 0-325 MINUTES OF A REGULAR BUSINESS MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA 7:00 p.m. Council Chambers Wednesday, October 10, 1984 Public Services Building ROLL CALL COMMISSIONERS PRESENT: Chairman Green, Commissioners Guiles, Shipe and Tugenberg COMMISSIONERS ABSENT: With notifcation: Commissioners Cannon, Carson and O'Neill STAFF PRESENT: Director of Planning Krempl, Assistant City Attorney Gill and Environmental Coordinator Reid PLEDGE OF ALLEGIANCE - SILENT PRAYER The pledge of allegiance to the flag was led by Chairman Green and was followed by a moment of silent prayer. INTRODUCTORY REMARKS Chairman Green reviewed the composition of the Planning Commission, its responsi- bilities and the format of the meeting. APPROVAL OF MINUTES MSUC (Shipe/Guiles) to approve the minutes of the meeting of September 12, 1984 as mailed. ORAL COMMUNICATIONS None 1. CONSIDERATI:ON OF FINAL EIR-84-4 - OTAY SMALL ELECTRIC GENERATING PLANT - OTAY LANDFILL - CENTRAL PLANTS, INC. (Continued) 2. PUBLIC HEARING: CONDITIONAL USE PERMIT PCC-84-2 - REQUEST TO CONSTRUCT A SMALL ELECTRIC GENERATING PLANT ON THE NORTHEAST CORNER OF THE OTAY LANDFILL PROPERTY - CENTRAL PLANTS, INC. (Cont'd) Environmental Coordinator Reid stated that the applicant has requested a continu- ation of these two items because of a change in the firm. Additionally, APCD has not completed its work and issued a permit. Staff's recommendation is that both items be continued to a date uncertain. Public Hearing notices will be given again at that time. MSUC (Tugenberg/Shipe) to continue consideration of the Final EIR-84-4 on the Otay Small Electric Generating Plant and CUP PCC-84-2 to a date uncertain based on the applicant's request. Planning Commission Minutes -2- October 10, 1984 3. PUBLIC HEARING: DRAFT EIR-84-5 - OTAY VALLEY ROAD PROPOSED GENERAL PLAN AMENDMENT AND REZONING Environmental Review Coordinator Reid stated that the Draft EIR was prepared by PRC Engineering and was issued on August 24, 1984. Written comments have been attached to the staff report. A letter received October 10th from the City of San Diego on the traffic uses was distributed to the Commission before the meet- ing. The State Clearinghouse has two letters which will be forwarded shortly to the City. He then presented Tom Larkin, Project Manager for PRC Engineering. Mr. Larkin, PRC Engineering, Inc., 401 West "A" Street, Suite 2500, San Diego, 92101, stated that he would give a brief overview of the major parts of the analysis and then be available for questioning. He pointed out that the EIR is completely new for the project site which is located south of Otay Valley Road. The general plan amendment would permit research and limited industrial uses north of the floodway, and the prezoning is in anticipation of annexation to the City of Chula Vista. Mr. Larkin said there were no detailed development plans at the present time and subsequent environmental review would be required when these are developed. He then briefly spoke on (1) drainage/flood plan, (2) water quality, (3) noise analysis, (4) aesthetics, (5) transportation, (6) sewer and (7) air quality. Commissioner Shipe asked Mr. Larkin to reply to comments 1, 3, 4 and 5, of the letter submitted by Mr. Flanagan of H.G. Fenton Material Company, dated 9/26/84, particularly regarding the confusion expressed about the words "floodplain" and "floodway." Mr. Larkin replied that the intent was that no development would occur within the floodway and all industrial development would be north of that line in the floodplain, elevated and protected from the flooding of the river. He stated this will be clearly defined in the Final EIR. In responding to comment 3, Mr. Larkin agreed that some of the impacts of floodway channelization could be mitigated but until the actual development plans are presented, the measures cannot be predicted. The "low" trip generation rates referred to in comment 4, are actually higher than originally used and are the standard computation rates used by the City and SANDAG. Regarding the sewer capacity in comment 5, Mr. Flanagan repeated what was stated in the draft EIR regarding the City of Chula Vista acquiring capacity rights when an additional sewer trunk line is installed. This being the time and the place as advertised, the public hearing was opened. No one wishing to speak, the public hearing was closed. DIRECTOR'S REPORT Director of Planning Krempl reminded the Commission about the Board and Commissions' Workshop to be held on Wednesday, October 17, 1984, at 6:30 p.m., in the Council Chambers. He asked that the Commissioners inform the secretary if they would or would not be attending. Planning Commission Minutes -3- October 10, 1984 Assistant City Attorney Gill informed the Commission that the County has settled their law suit involving the Otay Redevelopment Plan and the City of Chula Vista has filed suit against the County involving the Otay Mesa.
