BOARD/COMMISSION RECOMMENDATION: The Safety Commission voted 5-0 on February 13, 1980, to recommend that these trial traffic regulations be made permanent. DISCUSSION: The following trial traffic regulations have been in effect for eight months: SCHEDULE II -SPECIAL STOPS REQUIRED INTERSECTION TRAFFIC STOPPED ON SIGNS Monserate Ave/Palomar St Monserate Ave. 2 Melrose Ave/Sandstone Ct Sandstone Ct. 1 Melrose Ave/Slate St Slate St. 2 Melrose Ave/Talus St Talus St. 1 Melrose Ave/Turquoise Ct Turquoise Ct. 1 Melrose Ave/Topaz Ct Topaz Ct. 1 Melrose Ave/Tourmaline Ct Tourmaline Ct. 1 The stop signs were installed on Monserate Avenue at Palomar Street based on the changing nature of the intersecting streets. Palomar Street is a east-west collector street carrying more traffic than Monserate Avenue, which ends some 1,700 feet south of the intersection. The stop signs were installed on all intersecting streets with Melrose Avenue between E. Orange Avenue and Otay Valley Road. It is necessary to positively assign right-of-way at these intersections based on the increasing traffic volumes on Melrose Avenue and limited sight distance at some locations. The stop signs are functioning as intended and it is recommended that these trial traffic regulations be made permanent.
