The development of Bonita Hills Ranch within County
territory east of Acacia Avenue and south of Bonita Road
included a substantial amount of grading work and
construction of public improvements. Those projects are
within the Long CanY9n Drainage Basin.

As a result of heavy rains last winter, it was found that
drainage from the development area has worsened a drainage
situation for properties in the vicinity of the intersection
of Tim Street and Acacia Avenue.
Water which previously entered the Long Canyon watercourse
at many natural locations is now carried within the streets
and is concentrated at the above location.
In order to correct this problem, the developer (Degan/Hall
Development Co.) and the County Flood Control District have
proposed a plan to construct an underground storm drain to
the ditch at a point upstream from the problem location. It
is proposed to be located in a 10-foot wide easement within
open space lot 140 of Bonita Ridge Estates Unit No.3. This
lot has been dedicated to and accepted by the City of Chula
Vista.

The Engineering Department has reviewed this proposal and it
is my opinion that the water to be carried through the drain
can be accommodated by the ditch without creating new
flooding conditions along the channel. Construction of the
drain within Open Space Lot 140 will not impair the use of
the land for open space purposes.
The proposed easement will allow construction and
maintenance or repair of the proposed storm drain.
