ITEM TITLE
On October 16, 1979, by Resolution 9809, the City Council
ordered a Public Hearing to be held on November ~, 1979 to
determine whether the public health, safety or general
welfare required the formation of an underground utility
district on Fourth Avenue from "F" to "G" Streets and on
Center Street from Fourth Avenue to Landis Avenue.

The proposed underground utility district for Fourth Avenue
between "F" and "G" will be a type A district. The cost of
undergrounding of the utilities will be funded by an
allocation from San Diego Gas and Electric Co. under Rule
20A. Undergrounding of utilities on Center Street between
Fourth Avenue and Landis Avenue will be a type B district.
The cost of undergrounding utilities will be paid for by
City/Agency by using Town Centre/Bayfront tax increment
funds.
Formation of the district will require that owners of
property within the district convert their electrical
service connection to receive underground facilities on a
date to be set in the future. The cost of converting the
electrical service connection will be borne by the property
owners. This cost averages between $350 and $~OO per
residential service and higher for commercial service
depending on service load and other criterion.
Approximately 28 owners will-need to convert their services.

FINANCIAL IMPACT
The cost of underground facilities along Fourth Avenue from
"F" to "G" Streets will be funded from accumulated allocations
from San Diego Gas & Electric Co. There will be no direct use
of City funds. The cost of undergrounding along Center Street
will be paid for by City/Agency using Town Centre/Bayfront tax
incr~ment funds at an estimated cost of $20,387.
STAFF RECOMMENDATION
1. City Council conduct Public Hearing.
2. City Council adopt resolution establishing an underground
utility district on Fourth Avenue from "F" to "G" Streets and
along Center Street from Fourth Avenue to Landis Avenue in
accordance with the Chu1a Vista Municipal Code.

The City Engineer, subsequent to the formation of the
district by the City Council, will submit to the City
Council a resolution setting the date for the property
owners to be ready to receive underground facilities and the
removal of poles in accordance with the Chula Vista City
Code. A submission of the resolution to set the date will
occur after the receipt of San Diego Gas and Electric
scheduling for the project.
Section 15.32.130 of the Chula Vista Municipal Code requires
that City Council conduct a public hearing to ascertain
whether the public health, safety, and general welfare
requires the undergrounding of existing overhead utilities
within designated areas of the City and to give persons the
opportunity to speak in favor of or against the formation of
a proposed district to underground utilities.
