At the July 10, 1979 City Council meeting, the Council
approved an undergrounding project for the Town Centre focus
area. The project involves the undergrounding of utilities
on Center Street by San Diego Gas & Electric Company. The
estimated Redevelopment Agency contribution for this work
has now increased to $20,387 from the $13,804 estimate in
July.

We are proposing to combine the undergrounding work on
Center Street with undergrounding work on Fourth Avenue
between "F" Street and "G" Street.
On S~ptember 5, 1979, .an Underground Utility Advisory
CommIttee (UUAC) meetIng was held in Conference Room 3 to
adopt the proposed boundaries of the district and to
establish phasing and sequence of construction.
The UUAC approved the boundaries of the district as shown on
the plat titled "Fourth Avenue Underground District, "F"
Street to "G" Street.

FINANCIAL IMPACT
The cost of undergrounding utilities along Fourth Avenue from "F"
to "G" Streets will be funded from accumulated allocations from
San Diego Gas & Electric Co. There will be no direct use of City
funds. The cost of undergrounding along Center Street will be paid
for by City/Agency using Town Centre Bayfront tax increment fund at
an estimated cost of $20,387.
STAFF RECOMMENDATION
City Council set a public hearing to be held at 7:00 p.m. in the
Council Chambers on November 6, 1979, in accordance with Section
15.32.130 of the City of Chula Vista Municipal Code for the formation
of an underground utility district along Fourth Avenue from "F" to
"G" Streets and along Center Street from Fourth Avenue to Landis
Avenue.

The proposed underground utility district for Fourth Avenue
between "P" and "G" will he a type A district. That is, the
cost of undergrounding of the utilities will be funded by an
allocation from San Diego Gas & Electric Company under Rule
20A. The undergrounding of utilities on Center Street
between Fourth Avenue and Landis Avenue will be a type B
district. That is the cost of undergrounding utilities will
be paid for by City/Agency using Town Centre Bayfront tax
increment funds.
Section 15.32.130 of the Chula Vista Municipal Code
specifies that City Council set a public hearing to
ascertain whether the public health, safety, and general
welfare requires the undergrounding of existing overhead
utilities within designated areas of the City and to give
the persons the opportunity to speak in favor of or against
the formation of a proposed district ta underground
utilities. The purpose of forming the district is to
require property owners to change their electrical wiring to
receive underground electrical service.
Section 15.32.140 requires that the City Clerk notify all
affected persons and each utility company of the time and
place of the public hearing at least 15 days prior to the
date of the public hearing. Notice shall also be given by
mail to all property owners and occupants of property
located within the boundaries of the proposed district. The
City Clerk is required by this section of the code to
publish the resolution of intention setting a public hearing
in the local newspaper no less than 5 days prior to the date
of the public hearing.

This memo supercedes our memo to you dated September 17, 1979,
regarding subject undergrounding.
The City Council will adopt a resolution on October 16, 1979,
setting a public hearing on the proposed undergrounding
district. The hearing is to be set for November 6, 19791
Your office is requested to take the following actions:
1. All affected persons are to be sent a notice of the public
hearing (resolution) no later than October 19, 1979.
Notice is to be sent to both the address and the owners
shmvn on the attached list. Send to occupant when mailing
to those listed under address.
2. The resolution is to be published ln the Star News no
later than November 1, 1979.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA CALLING A PUBLIC HEARING TO DETERMINE WHETHER
PUBLIC NECESSITY, HEALTH, SAFETY OR WELFARE
REQUIRES THE FORMATION OF AN UNDERGROUND UTILITY
DISTRICT ALONG FOURTH AVENUE FROM "F" TO "G"
STREETS AND ALONG CENTER FROM FOURTH AVENUE TO
LANDIS AVENUE.
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, Ordinance No. 1128 establishes a procedure for the
creation of underground utility districts and requires as the initial step
in such procedure the holding of a pUblic hearing to asceratin whether
pUblic necessity, health, safety, or welfare requires the removal of
poles, overhead wires and associated' overhead structures and the
underground installation of wires and facilitites for supplying electric,
communication, or similar or associated service in any such district.

WHEREAS, it has been recommended that such an underground
utility district, hereinafter called District, be for med on that portion of
Fourth Avenue and Center Street in the City of Chula Vista, more
particularly described as follows:
All those portions along Fourth Avenue from "F" Street to 100'
southerly to uG" Street and along Center Street from Fourth Avenue to
Landis and enclosed within the boundaries shown on the plat attached
as Exhibit" A" of UndergrOund Utilities District No. 110
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista as follows:
1. NOTICE IS HEREBY GIVEN that a public hearing will be held in
the Council Chambers of the City of Chula Vista at 276 Fourth Avenue in
said City on Tuesday, the 6th day of November, 1979, at the hour of 7:00
p.m., to .ascertain whether the pUblic necessity, health, safety or
welfarE: requires the removal of poles, overhead wires and associated
overhead structures and the underground installation of wires and
facilities for supplying electric, communication, or similar aSsociated
service in the District hereinabove described. At such hearing, all
persons interested shall be given an opportunity to be heard. Said
hearing may be continued from time to time as may be determined by
the City Council.
2. The City Clerk shall notity all affected property owners as shown
on the last equalized assessment roll and utilities concerned of the time
and place of such hearing by mailing a copy of this resolution to such
property owners and utilties concerned at least fifteen (15) days prior
to the date thereot.
3. The area proposed to be included in the District is as shown on the
plat attached hereto and made a part hereof by reference.
BE IT FURTHER RESOLVED that the City Council does hereby
reaffirm its desire to have SDG&E Company perform the un.
dergrounding work on Center Street at an estimated cost of $20,387
