ITEM EXPLANATION
At the August 6, 1979, SCOOT Board meeting, the Board
members discussed their dissatisfaction with the appearance
of the Chula Vista Transit buses. They were particularly
upset with the dirtiness of the outside of the CVT buses and
the lack of maintaining the CVT paint scheme. This matter
was referred to City/SCOOT staff to be brought back at the
next SCOOT Board meeting of October 10, 1979.

The Transit Coordinator and Aztec management have discussed
this matter in great detail over the past month and have
agreed to amend as follows the current SCOOT/Aztec CVT
contract to reflect the following safeguards to the
City/SCOOT as regards th~ maintenance of adequate appearance
of CVT buses operating on the streets of Chula Vista:
1. CVT buses will be repainted every third year they are
in CVT service, effective October 10, 1979.
2. All letters on the exterior of buses shall be readable
to a person with 20/20 vision from a distance of no
less than 150 feet.

Approve resolution and authorize Mayor to execute First
Amendment to SCOOT/Aztec Agreement for FY1979-80 CVT
operations and forward to SCOOT Board Chairman.

The SCOOT Board will consider this item on October 10, 1979.

3. Colors on the exterior shall not fade more than 10% in
brilliance from the originally painted color(s) .
4. Each CVT bus will be inspected by staff at the Chula
Vista mainenance yard. Should staff find that a
particular CVT bus is not clean enough on the outside
to be in CVT service, Aztec shall comply with the
request to appropriately clean the bus no later than
the next day.
5.
Aztec shall also comply with any reasonable request by
staff regarding interior vehicle cleanliness, route
designation signing, windshield cracks, or other
requests of this nature as expeditiously as possible.

This amendment will be effective on October 10~ 1979, the
date of the next SCOOT meeting. We believe that this
amendment does provide the language necessary to satisfy
Council and the SCOOT Board's needs as regards the
appearance of CVT buses operating in Chula Vista. We will
inform both Council and the SCOOT Board in December, 1979,
if Aztec is in fact complying with the terms of this
amendment to the CVT contract.
