(CTS) of Anaheim, California, for provision and maintenance of vehicles and operation of a specialized transit service (Handy trans) for area elderly and handicapped. Handy trans is expected to be in operation on November 19, 1979. ... I recommend approval of the attached amendment to the City/CTS contract for provision of needed marketing services which was not included in the responsibilities of the contract operator under this agreement. City staff is currently working with Caltrans staff from Sacramento and San Diego on the development and implementation of a comprehensive marketing plan which is an important tool in the success of the one year transportation demonstration program. Both City and Caltrans staffs have also been working on preparation of Handy trans brochures, flyers, fact sheets, and news ads. However, there is neither sufficient manpower nor necessary professional expertise available to accomplish implementation of all phases of the important marketing plan in-house. Community Transit Services (CTS) does have the necessary manpower and expertise to perform needed marketing tasks prior to and just after implementation of Handy trans operations. These funds have been budgeted in the City's Elderly & Handicapped transit account for FY1980. Their work in this specialized field has been judged to be of excellent quality by many of their clients and by City staff. Work already performed in the marketing field by City and Caltrans staff will not be duplicated by CTS. Also, the professional advertising firm, Benedict Communications Co., recently hired by the City will only be marketing Chula Vista Transit and not Handy trans. ... Under this amendment regarding provision of marketing services, CTS would also provide two system vehicles and possibly a service representative one week prior to the start-up of Handy trans (i.e. the week of November 12, 1979). The vehicles would be stationed at various senior centers and social service agencies throughout Chula Vista for promotion of the program. The maximum cost to the City for these marketing services provided by CTS under this amendment cannot exceed $5,000. The ~llowable cost for provision of system vehicles for Handy trans promotion will be on an actual mileage cost of operation. The price charged to the City for marketing services relating to printed materials shall be on the same cost plus fixed fee (10%) basis that is essentially applied to all other CTS operating costs of Handy trans operation under the contract. Invoices for all marketing services costs must be reviewed and approved by the Transit Coordinator before payment is made. The entire costs of provision of these marketing services will be financed by (Article 4.5) LTF monies that are reserved for the purpose of elderly and handicapped transit service provision. Sufficient funds have been budgeted for marketing under the City's Elderly and Handicapped Transit Service account for FY1979.80. qt6&
