On December 12, 1978, Council approved a contract with
Barton-Aschman Associates, Inc. for professional services to
prepare a feasibility study for construction of a Transit
Center in Chula Vista. Staff discussed at that time that
the proposed facility would be an integral part of the
City's overall transportation system as it is intended to be
the hub of Chula Vista Transit's planned "pulse scheduled"
operation. This Center is planned to be a definite aid in
improving time coordinated transfers between CVT buses as
well as between CVT and SDTC buses.

Staff also discussed at the December 12, 1978, meeting and
again in June, 1979, the need to come back to Council with
the consultant recommended site location for the Transit
Center as well as staff concurrence or rejection of this
recommendation.
An ad hoc Transit Center Technical Advisory Committee was
established, made up of City, County, and MTDB staffs along
with a Chamber of Commerce representative to aid in the
determination of the preferred site location for the Transit
Center.
Toe Barton-Aschman feasibility study recommended that the
, site for the proposed Transit Center be located at the MTDB
Light Rail Transit "H" Stre~t station.

Accept report recommending that:
1. The location of the Transit Center be at the MTDB Light
Rail "H" Street Station.
2. Two of four shelters to be purchased be installed nearby
the Chula Vista Shopping Center at "H" and Broadway.

I recommend that the Council approve the recommended MTOB
"H" Street station site as the location for the Transit
Center based upon the justifications given in the Transit
Coordinator's memo attached. Refer to the attached plat
detailing the conceptual design of the proposed Transit
Center at the "H" Street Station site.
I also concur with the consultant and Transit Coordinator's
recommendations to locate improved passenger waiting
facilities at the Chula Vista Shopping Center which was the
second choice for the location of the Transit Center. On
the same October 9 meeting agenda, Council is requested to
purchase four bus shelters. Please refer to the Purchasing
Agent's agenda statement on this matter. I would recommend
that two of these four bus shelters be installed nearby the
shopping center at "H" Street and Broadway upon Council
approval.
All costs incurred in the design and construction of the
Transit Center will be borne by MTDB and the County of San
oi eg 0 .
Since MTDB will be designing and constructing the necessary
improvements for the Transit Center, significant savings of
$12,000 are accrued in the cost of the original City/Barton-
Aschman $17,000 contract due to reduced scope of services.
It is anticipated that the total costs to be incurred under
the contract will be $5,000 upon completion of the final
consultant task to review MTDB's plans and construction
documents of the "H" Street Station. Approximately 90% of
the contract is currently completed at a cost of about
$4,000.

of the provisions of the Charter of the City of Chula Vista, or

contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
