ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NOX) --- - The City Council appointed five members to the Mayor's Committee on Transit Service for Elderly and Handicapped. in June, 1979. This Committee has since been meeting every two or three weeks to provide input to the proposed operation of Chula Vista Handy trans scheduled to begin on November 19, 1979. .. This committee has requested the Council to approve the agreement between the City and area banks and savings & loans regarding the sale of la-ride Handy trans ticket booklets. Committee members agreed to a 75 cent one-way trip fare proposed by staff. They also agreed to sell Handy trans la-ride ticket booklets to eligible riders at $5.75, which offers the user 10 rides for the price of 9. The Committee advocated the sale of this booklet for the convenience of passengers as well as the booklet being a marketing tool to entice more eligible users on the proposed system. We received a favorable response from all banks contacted although some branch managers had to check with their regional headquarters to receive approval to participate in the proposed program. Each area bank and savings & loan will be given an initial two months supply of IO..ride ticket booklets. It is estimated that this would amount to between 20-30 booklets. They will then be issued an additional two months supply of booklets only after receipt by City of payment for ticket booklets sold the prior two months. A bank or savings & loan may sell these booklets discount as a marketing tool (e.g. 10 rides for the price of 7) but in no case for more than $~.75 per booklet. This program has worked quite successfully in the Cities of EI Cajon and La Mesa where almost all banks and savings & loans sell the IO-ride ticket booklets for the respective Dial-A-Ride transit service operating in that city. The banks and savings & loans operate under an unwritten agreement whereby the institution is given a one or two month supply of ticket booklets from the respective City and then sells these booklets to the general public on a consignment basis. The lO...ride ticket booklets will be available not only at area savings & loan associations but at City Hall, area social service agencies, senior centers, and on all Handy trans vehicles. Strict accountability will be required of any institution/agency selling these booklets. The Transit Division and Finance Department will be jointly responsible for maintaining accountability and control of all ticket booklets issued. The drivers of the Handy trans vehicles will be responsible for verifying certification of passengers using these ticket booklets for rides on the system. October 12~, 1979 File No. DP-014 See Attached List PROPOSED SALE OF HANDYTRANS TICKET BOOKLETS As discussed~during the September 18, 1979, meeting at the Chamber of COffiQerce or during personal contact by my staff assistant, Greg Alabado, the City of Chula Vista will launch a new specialized transit service for the elderly and handi- capped starting in mid-November. This service will be known as Handy trans. Based on the information you had furnished me and my assistant concerning the terms under which your institution would participate in the sale of ticket booklets, a simplified agreement has been devised. The Chula Vista City Council on October 9, 1979, approved the enclosed agreement with area banks and Savings & Loan Associations in the Greater Chula Vista Area with regard to Handy trans ticket sales. The agreement, as written, specifies that program participants agree to sell Handy trans lO-ride ticket booklets on a consignment basis. The tellers need not require a Handy trans ID card for purchase of ticket booklets. It is requested that cash only be accepted as payment for ticket booklets with the exception of the purchaser's check being acceptable only if he/she has an account with your Bank/Savings & Loan. ~~'Oo It is hoped that the enclosed copy of the agreement will meet with your approval and ease any administrative burden relative to the sale of Handy trans ticket booklets. It is requested that you sign and date the agreement and return it to me as soon as possible.
