INTRODUCTOR~ REMARKS Chairman Green omitted the introductory remarks. APPROVAL OF MINUTES MSUC (Tugenberg/Guiles) to approve the minutes of the meeting of July 24, 1985, as mailed. Commissioners Green and shipe abstained. ORAL COMMUNICATIONS None. 1. ~VBLIC HEARING, CONSIDERATION OF TENTATIVE SUBDIVISION MAP FOR EASTLAKE LOT 457, CHULA VISTA TRACT 85-11, WITHIN THE EASTLAKE PLANNED COMMUNITY - LANE/ KUHN PACIFIC DEVELOPMENT COMPANY Principal Planner Lee indicated the location of the 10 acre parcel located on the south side of "H" Street, fronting on the main loop road entering the EastLake Shores area. This site was approved for 104 units on the East~ke SPA plan~ a lower density single family project is planned to the southwest and a higher density attached unit project is planned for the area on the south side of the loop street, which will be developed at 17½ units to the acre. Mr. Lee displayed a slide of the subdivision map, noting that it con- tains 93 single family lots in the 3,000 sq. ft. range, wSt~ t~e smallest containing 2,767 sq. ft. and some of ~he.c~ne~ ~o~s. ~sm over 7,000 sq. ft. The subdivision will incluee cecxcamec puozxc streets. The floor plans are for two-bedroom and three-bedroom Plannin~ Commission -2- A~$ 28. 198~ units, ranging from 936 sq. ft. to 1300 sq. ft. Each unit will contain a two-car garage; over h~lf of the driveways will.be 20 feet or more in length to provide additional onsite parking, with the remainder of the driveways 9½ feet long from the edge of the sidewalk to the garage door. The side yard is zero on one sxde and 6 feet on the other. The rear yard depths vary from 5 feet to 15 feet, with the usable lot area from 30 to 55 feet wide depending on the projec- tion of the house. Mr. Lee advised that the land use group d~signations within the EastLake P-C District regulations show thxs area as R-P, Planned Residential. He noted that lot size, setbacks, parkiD~, and usable open area for this subdivision exceed the specifications set forth in the district regulations. The site plan and architectural details of this development were approved by the Design Review Committee on August 15, with some conditions attached. The variation~ in lot size and setbacks should result in an interesting project to provide affordable housing for the first time buyer. It is the staff's concern that any future additions to the structures would result in a loss to the open space of the lot, and additions have be~n restricted by the development standards adopted for the area, w~th the exception of patio covers or a small portable storage shed. Approval of the subdivision map is recommended subject to the condi- tions listed in the report for this meeting. Director of Planning Krempl stated that condition 'm' listed in the conditions, relating to the availability of schools, off-site water improvements, and to the Public Facilities Financing. Plan, should be included as a note on the final map rather than a condition of approval of the tentative map. This being the time and place as advertised, the public hearing was opened. Mr. John Davis, 40?0 Third Avenue, 0hula Vista, representing Lane Kuhn Pacific, the Developer, advised that they are in concurrence with the conditions set forth, except that condition #k" requires a 10' maintenance easement from the back of the sidewalk and in some lots the structure will be located 9} feet from the sidewalk. It was suggested that the figure in the condition be chan~ed to 9}'. In response to a question from the Commission, Mr. Davis advised that the estimated price for the smallest plan will be around $?9,500, with prices ran~ing to around $94,000 for the l~rgest floor plans. As no one else wished to speak, the ~ublic hearing was closed. Planning Commissiun -3- August 28, 1985 MSUC (Tugenberg/Shipe) to certify that EIR-81-3 and EIR-.84-1 have been prepared in accordance with CEQA and that the Plannxng Commission has reviewed the information contained in each EIR prior to making a decision on the project. MSUC (Tugenberg/Cannon) Based on the findings contained in the report for this meeting, the Planning Commission recommends that the City Council approve the tentative subdivision map for EastLake Lot 457, Chula Vista Tract 85-11, subject to conditions "a" through "l", with the mainte~.nce easement in condition "k" changed to ~', and the provisions mn item "m" be included as a note on the fxnal subdivision map. ELECTION OF OFFICERS ~S (Shipe/Carson) to nominate Commissioner Cannon as chairman for the ensuing year. There were no further nominations and Commissioner cannon was unanimously elected. MS (Green/Tugenberg) to nominate Commissioner Shipe as vice-chairman for the ensuing year. There were no further nominations and Commissioner Shipe was unanimously elected. COMMISSION COMMENTS Chairman Green expressed his appreciation to the Planning Department staff for being so helpful to him during the past year. $$RECTOR'S REPORT Director of Planning Krempl reported that the City Council will be interviewing candidates for vacancies on the Planning Commission on Saturday, September 7th, with the intent of filling vacancies at the subsequent Council meeting.
