A. BACKGROUND
On May 15, 1979 the City received an application from ADMA Company, Inc. for a reorganiza-
tion to the City of Chula Vista of 20.48 acres of property located at the southeast corner
of Bonita Road and Otay Lakes Road. The area proposed for reorganization is shown on
Exhibit A and described on Exhibit B attached hereto.
B. DISCUSSION
1. The reorganization area contains a total of 20.48 acres; 18.14 acres of which is
vacant and slated for development, and the remaining 2.34 acres is Bonita Road right of
way.
2. The applicant proposes to develop 120 residential units and 20,000 square feet
of commercial space which will be divided into 15 shops of approximately 1,000 square
feet each, and 5,000 square feet of floor space for a restaurant or financial building.
C. PREZONING
On September 11, 1979 the City Council adopted Ordinance No. 1879 prezoning the territory
from A-8 to R-3-P-8 for 15.14 acres and to C-C-P for 3,0 acres located at the southeast
corner of Bonita Road and Otay Lakes Road. Said prezoning is in conformance with the
general Plan amended by Council on May 22, 1979, Resolution No. 9602,
D. ENVIRONMENTAL REVIEW
The environmental impact report on this project (EIR-79-7) was certified by the Planning
Commission on April 18, 1979 and reviewed by the City Council on May 15, 1979.

E. LAFCO ACTION
1. At their meeting of October 1, 1979 LAFCO passed and adopted a resolution
approving the proposed reorganization involving annexation to the City of Chula
Vista and detachment from the San Diego County Flood Control District - Zone 3.
2. At paragraph 7 of said resolution, LAFCC authorizes the City Council to
initiated reorganization proceedings in compliance with government code section 56430
et. seq. and their resolution, without notice and hearing and without an election.
3. Detachment of the territory from the Bonita-Sunnyside Fire Protection District
is required in order to avoid dual taxation by the city and the district once
annexation is effective.
