On December 13, 1977, a staff report was made to the City Council concerning vandalism in
Ci ty parks. There were six major elements in the report. One element concerning the use
of security residents at various park sites was held in abeyance by the Council until a
later date.
In essence, the Security Resident Program requires the City to provide the prospective
security resident with a site within the park for locating his mobile home and construct
a slab and driveway and fencing of the unit once it is placed in a park. The City would,
in addition, provide all utilities. In turn, the security resident would provide for his
own telephone, public liability insurance, maintenance of the mobile home site and provide
constant surveillance of the park area. It would not be intended that the security resi-
dent would take any direct police action, but would notify the police, fire or other adminis-
trative agencies as the situation dictated. An agreement would provide that the security
resident must notify the City if he intended to be away from the area for more than 24
hours and, if he intended to be away for an extended period of time, would be required to
provide a substitute security resident during his absence.
Mr. Tucker, Business ~1anager for the Sweetwater Union High School District, reports the
District's Security Resident Porgram has been an unqualified success. The District began
its program in 1972, and now has security residents at 14 of its 17 junior and senior high
school campuses. Mr. Tucker says the quality of security residents is excellent and that
there is a plentiful supply of applicants. To date, the District has had to terminate only
one resident. ~fuilly of the residents are active or retired school district employees.
Mr. Tucker estimates an initial cost for pad, fence and utility installation at between
$5,000 and $6,000 per site. Due to the location of utilities, plus using City forces for
much of the installation labor, City staff estimates a test site in Greg Rogers Park can

Staff is recommending that the City COuncil make a special appropriation of $3,000 from
the unappropriated balance of the General FUnd for the installation of a test site in
Greg Rogers Park. FUnds for the other three sites would then be c.D'}\s..du~C in the fiscal
year 1980-81 Capital ImprovEment budget if the test site proved to be effective.

Thank you for your inquiry about the Security Resident Program. It is an experiment
by the City of Chula Vista Parks and Recreation Department to control vandalism at
Greg Rogers Park. If it proves successful at this location, there would be the pos-
sibility of expanding the program to other park locations at a later date.
Basically, this program would enable a responsible person to install and occupy a
mobile home on the park site in return for maintaining surveillance over park grounds
and to report illegal or suspicious activities. The resident will not be required to
arrest, detain, or enforce the rules of the park. The Security Resident's responsi-
bilities will be limited to providing watchful care over park grounds and notifying
the appropriate police, fire, or City department as necessary.
The site for the Resident's mobile home will be constructed so as to insure as much
privacy as possible, yet at the same time provide adequate security for the park.
The City will furnish the Resident with a patio slab for a mobile home, utilities,
and any parking area or fencing that may be required. The Security Resident, besides
supplying his own mobile home, will be required to provide for telephone servic~,
public liability insurance, and maintenance of the mobile home site. -
If you are interested in being considered for the Security Resident Program, please
complete and return the attached Security Resident application along with a simple
outline drawing of your mobile home showing the dimensions and location of the utility
connections. This information, along with the application, and an oral interview,
will be used in the selection process for filling this and any subsequent vacancies.

AGREEHENT TO PROVIDE A MOBILE
HOME SPACE IN A CITY PARK FOR
SECURITY PURPOSES
THIS AGREEMENT made and entered into this day
of , 19 , by and between THE CITY
OF CHULA VISTA, a municipal corporation, hereinafter referred
to as "City", and
hereinafter referred to as "Resident";

WHEREAS, each year the City is required to expend
large sums of money to replace or repair park property which
is damaged or destroyed by vandalism, and
WHEREAS, City desires to utilize a person or persons
at various park sites in a resident caretaker capacity in an
effort to reduce incidents of vandalism and theft and is willing
to make available a mobile home space at various park sites as
reciprocal payment for such services, and
WHEREAS, City desires to provide on park property a
mobile home site including all necessary appurtenances and
fixtures and to pay the cost of utilities and necessary services
for the purpose of enabling a responsible person or persons, to
install and occupy a mobile home on such site in return for
maintaining surveillance pver the park grounds and to report
to appropriate police and fire protection agencies and/or City
authorities illegal or suspicious activities that are observed.
NOW, THEREFORE, the parties to this agreement, in
consideration of their mutual promises, agree as follows:
1. Mobile Home Space Location and Moving Costs
Resident agrees to place his mobile home on the
Park site on such
- space as provided by City. Residentfurtner agrees
that total cost of moving home onto the park site
is to be paid by Resident.
2. Installation, Maintenance and
Payment for Utility Services
City agrees to install, maintain and furnish utility
connections and service for water, sewer, gas and
electricity to the mobile home space.

3. Installation, Maintenance and Payment
for Telephone Service
Resident agrees to arrange for the installation
of telephone service to the mobile home space and
to pay directly to telephone company for such
installation and monthly telephone charges.
4. Installation and Maintenance of Other Appurtenances
City agrees to provide for an appropriate patio
deck(s) and to install gravel, blacktop, or cement
automobile parking areas and driveways and construct
a-chain link fence surrounding the mobile home space
as City and Resident mutually agree. City agrees
to provide for periodic Daintenance of such installations.
5. Maintenance of nobile Home Space
Resident agrees to maintain the mobile home site
and all property situated thereon in a safe, clean
and orderly manner. Planting of lawns, shrubs
and trees and upkeep of such plantings will be
the responsibility of the Resident after app~oval
from the City as to the type of materials and
plantings to be used for landscaping purposes.
6. }lobile Home and Property Insurance
Resident agrees to take out and maintain adequate
public liability and property insurance and to
provide coverage for the mobile home and other
personal property and will furnish City with a
certificate of said insurance.
7. Reciprocal Service Responsibilities of Resident
Resident agrees to maintain a '\vatchful ca-re over
the park property and buildings and contact the
appropriate police and fire protection agency and/or
City authority(s) when the need arises.
Under the provisions of this agreement, it is not
intended that Resident patrol the park grounds or
attempt in any way to apprehend' any suspect of
vandalism or theft.

Under the provisions of this agreement, it is intended
that persons or families serving as Residents carry
on their normal living activities. It is not intended
that such persons necessarily be available on a 24
hour a day basis. Resident, however, is required
to notify the Director of Parks and Recreation when
he plans to be away from the site for an extended
period of time in excess of 24 hours and on such
occasions is expected to arrange for some other
person to occupy the mobile home during this period
of time. Under the provisions of this agreement,
the Resident is under the direct supervision of
the Director of Parks and Recreation for all care-
taking purposes.
8. Indemnity
Resident hereby waives all rights, claims, or causes
of action he may have now or in.the future arising
from City activities or from acts of City employees
performing various City functions except liability
or damages arising from the gross negligence or will-
ful act of City, its agents, employees, or independent
contractors.

9. Assignment of Agreement
Resident agrees not to assign, lease, or sublease
the mobile home site or any rights or obligations
of this agreement without written consent of City.
10. Term of Agreement
This agreement shall continue in effect from the
date hereinabove written until such time as this
agreement is terminated by Resident or City. Either
party may terminate this agreement with thirty (30)
days written notice to the second party. -
Resident agrees that at the termination of this
agreement the mobile home will be removed from
City property at the Resident's expense within
thirty (30) days from the written notice of termination.

11. Entire Agreement
This agreement embodies the entire agreement between
the parties. Both parties represent that in entering
into this agreement they do not rely upon any previous
representation, whether expressed, oral, or implied,
or any inducement or agreement of any kind or nature.
IN WITNESS IvHEREOF, the parties hereto have caused this
agreement to be executed as of the day and year first above written.
