RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA, APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND SAN DIEGO CONVENTION & VISITORS BUREAU
AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED that that certain agreement
between THE CITY OF CHULA VISTA, a municipal corporation, and
San Diego Convention & Visitors Bureau
dated the 6th day of November , 19 79 , a copy of
which is attached hereto and incorporated herein, the:same as though
fully set forth herein be, and the same is hereby approved.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula
Vista be, and he is hereby authorized and directed to execute said
agreement for and on behalf of the City of Chula Vista.

AGREEMENT
THIS AGREEMENT is made by the City of Chula Vista, herein-
after called "City" and the San Di!=go Convel1tion & Visitors Bureau,
a non-profit California corporation, hereinafter called "Bureau";

WHEREAS, City desires to encourage and promote tourism,
trade and commerce in the City of Chula Vista, and
WHEREAS, Bureau has the facilities and personnel to advise
City and Visitor Industry as to the most efficient means to accom-
plish the above, and
WHEREAS, City has solicited proposals for a Tourism
Consultant, and
WHER~AS, Bureau has submitted a "Proposal for a Tourist
Consultant", dated August 29, 1979 and subsequently revised Septem-
ber 13, 1979, and
WHEREAS, .Ci ty desires to engage Bureau for services as
outlined in Bureau's proposal.
NOW, THEREFORE, IT IS MUTUALLY AGREED by and between the
parties hereto as follows:
1. This agreement shall commence November 15, 1979 and
shall continue until June 30,1980. It is the intention of the
parties that the City consider extension of this agreement through
November 15, 1980 during its budget sessions in the Spring of 1980.
2. This agreement may be terminated upon receipt of a
thirty (30) day notice by either party hereto giving to the other
a notice in writing of such termination. In the event of such
termination, City shall compensate Bureau for all services com?leted
by the Bureau up to the receipt of the "Noti.ce to Terminate" and
shall further compensate Bureau for services provided within the
thirty (30) day termination period as mutually agreed upon at start
of said period.
Any notice given pursuant to this agreement shall be
deemed received and effective when properly addressed, posted and
deposited in the U. S. Mail addressed to the respective parties as
follows:

3. The Community Development Director of the City is
designated as the contract administrator of this agreement and shall
receive and process all reports and requests for payment.
4. City agrees to pay Bureau for its services faithfully
rendered hereunder the sum of $25,148.00, payable as follows: the
sum of $1,676.50 on December 1, 1979, and the sum of $3,353.00 on the
first day of each month thereafter until paid in full. A copy of the
Bureau's projected costs of performance hereunder is attached, marked
as Exhibit "A".
5. City shall provide suitable office space for a clerical
person and for the Tourism Consultant without fee to Bureau. City
-shall provide telephone answering for Bureau's Chula Vista office
for up to twenty (20) hours per week.

6. Bureau will perform services as outlined on Pages 9
and 10 of the Work Plan, a copy of which is attached hereto and
incorporated herein, marked as Exhibit "B".
7. Bureau shall not assign any interest in this agreement
and shall not transfer any interest in the same whether by assign-
ment or novation without the prior written approval of City.
8. Bureau agrees that during the performance of this
agreement, they will not discriminate against any employee of applicant
for employment because of race, color, sex, age, creed or national
origin.
9. Bureau certifies by this agreement that it carries in-
surance with $500,000.00 coverage for public liability and employee's
insurance. Bureau agrees to hold the City harmless from any and all
liability arising from the Bureau's actions in performance of this
agreement.
10. No change, amendment or modification to this agreement
shall be effective unless it is in writing, signed by the parties
hereto.
11. Bureau will be represented at all meetings of the
Mayor's Advisory Committee on Tourism. A quarterly report on the
Bureau's (consultant's) work for the City will be provided, the
first such report will be available by the 15th of February and

thereafter on the 15th day following the end of each "three month
period.

It is proposed that Conference Room 4 in the Public Services Building
be utili,zed iJS a ,temoorury office for the consultant. Clerical se!~vice
space will be provided frem the use 6f one of several offices in the
Public Services Building. CONVIS, by this option, will have complete
discretion over the work of the clerical personnel.

WORK PLAN
First Quarter
1. Establish basic working relationships with all appropriate
public bodies and visitor industry.
2. Discuss goals and objectives of program with co~munity opinion
and political leaders.
3. Review present operations and effectiveness of visitor
centers and develop plan for possible relocations (when and
if necessary), increased effectiveness, upgraded promotional
materials, ,ongoing research, and improved management.
4. Recruit blue-ribbon task force to prepare long range tourism
development plan for Chula Vista.
5. Develop plan for increased private support of tourism promo-
tion from the visitor industry and the community at large.
Second Quarter
1. Continue #3 above and develop volunteer recruitment program
for staffing centers.
2. Begin work with task force of community leaders to develop
long range tourism development plan.
3. Institute first stage of financial support plan (see #5 above).
4. Recruit and train speakers bureau. Schedule talks before local
groups. Implement publicity program.
5. Plan training seminar for tourism industry to upgrade skills
in marketing to travel industry, tour packaging, employee
relations, etc.

Third Quarter
1. Reorganize and upgrade operation of visitor centers as
necessary.
2. Continue work on long range tourism development plan.
3. Continue #5, First Quarter.
4. Continue Community Relations program, speakers bureau
(see #4, Second Quarter).
5. Conduct training seminar for tourism industry.
6. Establish working relationships with Mexican tourism industry.
Fourth "Quarter
1. Complete long range tourism development plan for Chula
Vista. (This plan may have to be developed along two
tracks: one in the event of approval of the Bayfront Devel-
opment, the other in case the Bayfront Development cannot
be launched. This would involve "two quite different
approaches.)
2. Complete volunteer organization and set goal for membership-
financial support campaign.
3. Prepare plan for presentation to Mayor's Visitor Industry
Advisory Committee outlining plan for second year activity
by consultant.
