RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING THE SUBMITTAL OF
APPLICATION TO THE DEPARTMENT OF HOUSING
AND COMMUNITY DEVELOPMENT FOR PARTICIPATION
IN THE DEFERRED PAYMENT REHABILITATION LOAN
PROGRAM
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Department af Housing and Community
Development is requesting applications for its Deferred Payment
Rehabilitation Loan Program; and,
WHEREAS, the program will benefit low and moderate-income
persons; and,
~VHEREAS, the City of Chula Vista is desirous to assist in
the provision of affordable, decent and safe housing; and,
WHEREAS, the City of Chula Vista is eligible to apply.
NOW, THEREFORE BE IT RESOLVED that the City Council of
the City of Chula Vista hereby approves the submittal of an appli-
cation to the Department of Housing and Community Development for
participation in the Deferred Payment Rehabilitation Loan Program.

PROGRAM SUMMARY
DESCRIPTION OF FUND UTILIZATION AREAS
Chula Vista is the second largest city in San Diego County with an esti-
mated 1978 population of 79,700. Figures from the 1975 State Special Census
show that 40.7 percent of the City's households are below 80% of the median
income. The Census also revealed that 52% of the City's substandard housing
units are located in the western sections of town. This combination of low
and moderate-income persons and substandard housing has resulted in the desig-
nation and implementation of a Neighborhood Revitalization Program utilizing
Community Development Block Grant and private sector funds.
Feaster School Neighborhood
The Feaster School Neighborhood consists of census tracts 124.01, 124.02,
125.00 and has a lower income population of 59.2%, 60.2%, and 69.8% re-
spectively. Minority population groups consist primarily of Latinos (9.6%)
and Asian-Americans (1.3%). Feaster School Neighborhood also has a high
number of substandard housing units as identified by the 1970 and 1975
census. Unique to this neighborhood is a significant concentration of
deteriorating mobile homes inhabited by lower income persons. Permanently
occupied mobile home spaces total 1,211, with the greatest concentration
(87%) located in census tract 125.00. The Feaster Neighborhood's percent-
age of home ownership has declined to 17%.
Mueller School Neighborhood
The Mueller School Neighborhood consisting of census tract 126.00 has a
low and moderate-income population of 52.6%. Mueller Neighborhood's pri-
mary minority population is Latino at 14%. This census tract also has
been ranked second among th~ high poverty-rated tracts in the City. Exist-
housing stock including mobile homes~has shown gradual deterioration and
a number of substandard units are evident. Home ownership has declined
in the Mueller Neighborhood from 38.8% in 1970 to 30.6% in 1977.
Vista Square Neighborhood
The Vista Square Neighborhood, encompassing all of census tract 127.00, is
composed of a population which is 62% low and moderate-income. Major minor-
ity population within the census tract consists of 9.4% Latino and 1.3%
Asian-American. This neighborhood also contains a significant amount of
substandard housing units, based on both the 1970 and 1975 census. Home
ownership in this neighborhood has declined since 1970 from 23.3% to 19.8%
in 1977.
OTHER FUNDS AVAILABLE
Chula Vista's overall strat~gy for Neighborhood Preservation is designed
as a cooperative effort between the public and private sectors. The strategy
includes a concentrated and comprehensive program of physical development and
housing activities. Central to the preservation effort is a housing program
that includes housing rehabilitation, Section 8 assistance, and low-rent family
public housing.

Block Grant Funds
Utilizing $300,000 in Block Grant funds, the Housing Rehabilitation Pro-
gram offers low-interest loans of 3% and 7% to persons residing in the
neighborhoods. Lower income persons will receive the 3% interest rate
with elderly and disabled persons also eligible for a deferred payment
loan. To maximize Block Grant funds, the City has secured an interest
subsidy loan agreement with a local financial institution. Under this
program, Block Grant funds will leverage private sector funds at a 2:1
or 4:1 ratio depending on the interest rate.
Section 8 Existing with Moderate Rehabilitation
The City's Housing Survey of Housing Conditions in designated NSA's
identified over 100 rental units that are in need of rehabilitation.
These units are the prime objective of the Section 8/Rehabilitation
Program. As a member of the County's Housing Authority, Chula Vista
requires the Authority's participation to operate this program.
Home Ownership and Home Improvement Loan Program (HOHI)
This program administered by the California Housing Finance Agency
(CHFA) will be implemented during fiscal year 1979-80. An amount of
$2,200,000 is expected, in addition to a $220,000 set-aside amount.
UTILIZATION OF DEFERRED PAYMENT FUND
Utilization of the Deferred Payment Rehabilitation Loan Fund for senior
owner-occupants will be coordinated with an existing program directed to this group
using Block Grant funds. It is anticipated that the Deferred Payment Fund will be
used primarily for those who already meet or exceed their ability to afford housing
at the present time. Therefore, approximatefy three persons in this category will
qual ify at an average of $8,000 per loan. <
Non-seni or owner-occupants wi 11 also be referred to th is program. It is
estimated that three persons will qualify for these funds at an average loan value
of $8,000.
Non-occupant owners constitute a large percentage of the units needing
rehabilitation in the areas in question. Experience indicates that two units will
request and be qualified at an average of $8,000 per unit.

PROGRAN INFORr~ATION
Use of Other Funding
An amount of $300,000 of Community Development Block Grant (CDBG) funds are
budgeted for 1979-80 for rehabilitation and refinancing. This is being used for
a combination of BMIR loans, deferred loans to senior citizens and grants.
The CHFA Home Ownership and Home Improvement Loa Program is also in progress
and has been allocated $2,200,000 with an additional set aside of $220,000. 5B966
funds will supplement and enhance the HOHI program by its use of deferred loans.
Continuance of Present Financing
The City of Chula Vista will continue the existing funding sources for
rehabilitation at the current level if 5B966 funds are received.
Abil ity to Lend
Chula Vista has the administration, organization and experience to lend
$64,000 in SB966 funds in a one year period. An outreach program and a code
enforcement program are already functioning as are several neighborhood councils.
It is proposed that an agreement would be reached with a lending institution
to process the loan documents, perform credit checks and make collections at the
termination of the loan. City staff would advertise and inform citizens of the
program, package deferred loans with other loan programs, moni tor the res ul ts,
and maintain communications with HCD.

Housing Element and Assistance Plan
Chula Vista has adopted a Housing Element that is in substantial compliance
with State guidelines and is moving toward the complete implementation of the
element. 5B966 funds will help meet an objective of that element to provide
adequate housing for low and moderate-income residents. It will also help meet
the objective of 390 units, owned and rented, for lower income households as
described in the Housing Assistance Plan for 1979-80.

Need for Funds
The City of Chula Vista is now actively involved in housing rehabilitation.
5B966 funds will enable the City to expand its efforts in this area, both in
quality and quantity.

PERSONNEL AND QUALIFICATION
The staff of the Community Development Department will be responsible for
the Deferred Loan Program. This staff consists of a Director, three profes-
sional positions, and two technical workers. Those who will be directly
connected with SB966 funds are as follows:
Paul Desrochers, Community Development Director, is responsible for
all development and rehabilitation activities in the City.
Allen Pritzlaff, Administrative Analyst II, will coordinate the
SB966 program and maintain liaison with HCD.
Tony Ciotti, Housing Rehabil itation Counselor, will develop program
participation and package loans.
Joan Boggs, Housing Inspector, is responsible for code enforcement
in the Concentrated Rehabilitation Areas.
