INTRODUCTORY REMARKS Chairman Shipe reviewed the composition of the Planning Commission, its responsibilities and the format of the meeting. APPROVAL OF MINUTES None ORAL COMMUNICATIONS None Associate Planner Griffin noted that three items would need to be continued to the meeting of November 19. Item No. 1. The continuance is requested in order that the item may be onsidered by the Montgomery Planning Committee on November ~ and the Committee's recommendation forwarded to the Planning Commission. Items 2 and 4. It has been discovered that two Commissioners have potential conflicts of interest on these items and with one Commissioner absent and Commissioner Guiles not yet replaced this results in a lack of a quorum and an automatic continuance of these matters to the next Commission meeting. PUBLIC HEARING: CONDITIONAL USE PERMIT PCC-87-5M REQUEST TO DEMOLISH EXISTING COUNTRY CLUB AND BUILD A NEW FACILITY AT 88 L STREET - SAN DIEGO COUNTRY CLUB Commissioner Green indicated that he had a potential conflict of interest as he was a member of the Country Club. PUBLIC HEARING: pCZ-87-A(M) ADJUST ZONE BOUNDARY AT THE SOUTHWEST CORNER OF THIRD AVENUE AND ORANGE AVENUE BETWEEN C-36 (GENERAL COMMERCIAL} AND RU-29 (RESIDENTIAL) - BOB SPRIGS This item automatically continued to the meeting of November 19, 1986 for lack of a quorum. 3. PUBLIC HEARING: CONDITIONAL USE PERMIT PCC-87-12 - REQUEST PERMISSION TO ESTABLISH A RECREATIONAL VEHICLE STORAGE YARD AT THE NORTHERLY TERMINUS OF TRENTON AVENUE BETWEEN INDUSTRIAL BOULEVARD AND WALNUT AVENUE JOHN GARDNER AND BILL GRETLER (CONTINUED) Commissioner Canon indicated he had a potential conflict of interest and left dais and the chambers at 7:08. Associate Planner Griffin commented that the proposal is to establish a recreational vehicle storage yard on approximately 3.3 acres within the SDG&E right-of-way at the northerly terminus of Trenton Avenue between Industrial Boulevard and Walnut Avenue in the R3 zone. He noted that the item is actually an expansion of the RV storage area located to the west on Walnut Avenue. The item was continued from the meeting of October 22 because a potential conflict of interest resulted in the lack of a quorum for this item. This application is the first to be processed under the new ordinance treating RV storage yards as an "unclassified use" subject to location in any zone upon the approval of a conditional use permit and a decision by the Commission as to whether the particular facility represents a "permanent" or "interim" use. Mr. Griffin remarked that the items eligible for storage are to be limited to recreational vehicles, automobiles, trucks, boats, trailers and motorcycles in sound operating condition and requiring no on-site repair. He noted that the proposed prefabricated office building along with customer parking would be relocated l0 feet away from the residential area with access off Industrial Boulevard; 24-hour on-site security will be provided; a height limitation of 13 ft.-6 in. on items stored is proposed; the site would be enclosed with an 8 ~ Commission -3- November 5, 1986 ft. high solid wood fence; lights are to be properly screened; landscaping will be provided along Industrial Avenue and tree wells are to be used adjacent to Trenton Avenue to soften the appearance. Staff recommends the Commission consider this a long-term rather than an interim use of the land; however, to ensure the long-term use remains compatible with the area, a 5 year limit with two extensions authorized by the Commission without a public hearing is proposed. He noted that the Code requires that the two-way access, drive be a minimum width of 24 ft. rather than the 20 ft. shown on the plans, and indicated that the applicant, SDG&E and the owner of three lots on the west side of Trenton (which have been using a portion of the SDG&E property for parking and/or access) are working on a mutually agreeable solution to the parking situation. Associate Planner Griffin added that after publication of the staff report an inquiry had been received regarding the possibility of the customer parking area creating noise, the location of the sewage disposal area creating odors, and storage of higher RV's visually impacting the residents. For that reason Condition "i" has been revised to read that the Zoning Administrator shall approve the final site plan subject to provision of adequate parking and access to the residential lots located on Trenton Avenue, relocation of the office, customer parking, sewage disposal area, and storage spaces at the southeasterly portion of the property so as to minimize any adverse impacts on adjacent residents. He noted that staff is confident this area can be modified to meet these expressed concerns. Commissioner Green suggested that, since the Code calls for a l0 ft. separation between residential structures, there should be a 10 ft. separation between the stored vehicles and nearby residential units. This being the time and the place as advertised the public hearing was opened. John Gardner, 753 Rocca Road, Chula Vista, the applicant, stated he agreed with staff about the relocation of the office and the dump station, but expressed concern about locating the vehicles l0 ft. away from the dwellings, because it would decrease the size of the space available for storage. He noted there was an 8 ft. fence between the trailer park and the residential units and that the park is basically dead storage with very little movement on it. In response to a question by the Commission, he said they occupied the recreational storage yard on Walnut Street also. Jose Anton, 1187 Trenton, Chula Vista, stated that he lived on Trenton directly adjacent to the proposed vehicle storage yard. He expressed the following concerns. 1. On March 3, 1980, his father {whom he was representing) had received a letter of consent from SDG&E that allowed him to install a chain link fence along the southeast corner of SDG&E right-of-way 45282. The area is so small that it would be of little or no use as storage space and he is asking that the area be left intact. 2. Mr. Anton suggested relocation of the business office and customer parking further north on Industrial to minimize traffic and noise. ~lannin~ Commission -4- November 5, 1986 3. Suggested that the proposed dumping station be moved directly east to Industrial Boulevard in case of accidental spillage of the holding tank contents. 4. Mr. Anton said parking on Trenton Avenue was heavily congested by the apartment dwellers nearby and people who take the trolley. 5. He feels that the City should monitor the height of the vehicles parked in the recreational yard rather than have an investigation result from citizens'complaints. 6. He asked that guard dogs not be used for security purposes because of the disturbance they cause. Responding to questions from the Commission, Mr. Gardner said that he had planned to remove the fence between the two sites except for the center section, close the Walnut Avenue access and use Industrial Blvd.; he had no objection to moving the office and the parking or to relocating the dump station, but the parking on Trenton Avenue would have to be settled between SDG&E and the apartment owners. He would be willing to allow Mr. Anton's father to continue using the small portion previously mentioned; and he had no objection to placing the taller vehicles away from the fence area. Chesley Manock, 2951 Equestrian Lane, Bonita, said that he was the owner of the apartments under discussion; that he had lO rental units and was endeavoring to work out a solution to the parking problem. They had occupied this site since 1958 and SDG&E has been letting them use the access rights. He agreed with the proposed solution but requested he be permitted to build a fence from the corner of the duplex building to the north (ll30) to the corner of the proposed parking site; also that the Commission ensure that no one removes the fence or establishes any boundaries until he has had the opportunity to consult with SDG&E. MSUC (Tugenberg/Green) to find that this project will have no significant environmental impacts and adopt the Negative Declaration issued on IS-87-17. MSUC (Green/Carson) that based on findings contained in Section C of the staff report to approve the request PCC-87-12 to establish a recreational vehicle storage yard on 3.3 acres at the northerly terminus of Trenton Avenue subject to Conditions a through k in the staff report with a modification to Condition "i" to read, "The Zoning Administrator shall approve the final site plan subject to providing adequate parking and access to the residential lots located on Trenton Avenue and locating the entrance, office, customer parking, sewage disposal area and larger storage spaces so as to minimize any adverse impacts on adjacent residents with the addition of Condition "l" that no vehicles shall be parked within lO ft. of an adjacent dwelling structure." Commissioner Canon then returned to the dais. Planning Commission -5- November 5, 1986 4. PUBLIC HEARING: VARIANCE ZAV-87-20 - REQUEST PERMISSION TO INCREASE FLOOR AREA RATIO AND ALLOWABLE REAR YARD COVERAGE AT 59 K STREET - JACK AND MARLA KUTA This item is automatically continued to the meeting of November 19 because of lack of a quorum. 5. PUBLIC HEARING: pCZ-87-G - CONSIDERATION TO PREZONE 3.01 ACRES LOCATED AT THE SOUTHEAST CORNER OF MEDICAL CENTER DRIVE AND MEDICAL CENTER COURT - VISTA HILL FOUNDATION Mr. Griffin stated that the project involves 3.01 acres located to the west of the existing Vista Hills facility on Medical Center Court; the two phases involved with this project are (1) to prezone the property C-O-P (Commercial Office Subject to a Precise Plan) and annex the site to the City of Chula Vista; and (2) construction of a 40,000 sq. ft. medical office building. The applicant will file an application with LAFCO after the prezoning is approved by the City consistent with LAFCO's requirement for prezoning prior to consideration of annex application. Mr. Griffin continued that the proposed C-O-P zoning was consistent with the General Plan and that extending the C-O zoning to Medical Center Drive represents a natural boundary to the west with a termination of the proposed zoning a little over 200 ft. south of Medical Center Court. He pointed out that the area is being prezoned to allow for the expansion of the medical facilities that are now well established in the 30 acres immediately to the east of the property and that the ultimate size of the medical complex is still uncertain. This being the time and place as advertised, the public hearing was opened. No one wishing to speak, the public hearing was closed. MSUC (Tugenberg/Cannon) {5-0) to find the project will have no significant environmental impact and adopt the Negative Declaration issued for IS-87-27. MSUC (Tugenberg/Cannon) (5-0) to recommend that City Council enact an ordinance to prezone the subject 3.01 acres of property located at the southeast corner of Medical Center Drive and Medical Center Court to C-O-P as indicated on Exhibit A. Said prezoning shall be subject to Conditions A and B contained in the staff report. 6. PUBLIC HEARING: PCZ-87-D CONSIDERATION TO PREZONE APPROXIMATELY lll ACRES LOCATED ONE HALF MILE EAST OF 1-805 FREEWAY ON THE SOUTH SIDE OF TELEGRAPH CANYON ROAD AND AT THE EASTERLY TERMINUS OF EAST MAPLE STREET GREAT AMERICAN DEVELOPMENT COMPANY AND THE CITY OF CHULA VISTA Associate Planner Griffin noted that there was an error in the map contained in the packet sent to the Commissioners showing RS-7 instead of RS-4 as shown on the overhead projection. Planning Commission -6- November 5, 1986 Associate Planner Griffin commented that this item involves a prezoning of a County "island" surrounded by unincorporated City territory consisting of three contiguous areas constituting approximately lll acres. The first area (approximately lO0 acres) is located one half mile east of 1-805 freeway on the south side of Telegraph Canyon Road and is bisected by Medical Center Drive; the second (approximately lO acres) is located directly to the northeast of the easterly terminus of East Naples Street; the third (1.32 acres) is adjacent to Telegraph Canyon Road and directly to the northeast of the 10 acre area. Mr. Griffin indicated that the prezoning proposal, which is a prerequisite for annexation, is to a density that coincides with the existing County zoning; is a change of jurisdiction that does not involve a change of density; the existing County zoning is RS-4 (4DU/AC) and the proposed zoning is R-l-P-4 (4DU/AC) and R-l-lO; and that there is the additional control of the precise plan process for the undeveloped acreage. Because of the similarity in zoning there is no growth inducing impact and al though there are potential environmental effects, they cannot be evaluated because there is no specific development proposal. This being the time and place as advertised, the public hearing was opened. John Oxner, 600 B Street, Project Manager of the development, said that he was here wi th Mr. Davies, they appreciated staff working with them, they agree with the staff report and are available to answer any questions. No one else wishing to speak, the public hearing was closed. MSUC (Tugenberg/Cannon) (5-0) to find that this project will have no significant environmental impact and adopt the Negative Declaration issued on IS-87-19. MSUC (Tugenberg/Cannon) (5-0) to recommend that the City Council enact an ordinance to prezone approximately lll acres from County RS-4 to City R-l-P-4 and R-l-lO as shown on Exhibit A attached to the staff report. DIRECTOR'S REPORT: None The Commission decided to wait until Commissioner Grasser returns before the election of the Vice Chairman. COmmISSION COMMENTS: Commissioner Cannon noted the same traffic problems exist at the North Island Federal Credit Union in Bonita and he has seen no sign of police action. That at the Bonita Store, customers are parking (1) on the sidewalk; (2) in the center portion of the rear parking lot; (3) on County property; and that there is an illuminated sign in front of the Bonita Store that may not be in compliance with the sign ordinance. Planning Commission -7- November 5, 1986 Commissioner Tugenberg also referred to the North Island Federal Credit Union stating the people were parking across the street at Glen Abbey, that he had seen pedestrians stranded in the center of highway and at ll:15, Tuesday morning, parking had been backed out onto the street. Commissioner Carson reported on parking problems at St. John's School, with parents parking across the street, double parking, the children crossing unattended, and that the parents are not parking in the back or side as conditioned. Commissioner Tugenberg added that he will not be present at the workshop meeting of November 12, 1986.
