HomeMy WebLinkAboutPlanning Comm min 1976/03/08 MINUTES OF A REGULAR MEETING OF TIlE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA March 8, 1976 A regular meeting of the City Planning Commission of Chula Vista, California was held on the above date beginning at 7:00 p.m. with the following members present: Chandler, Rudolph, Floto, Starr, Pressutti, Smith and Johnson. Also present: Director of Planning Peterson, Assistant Director of Public Works Lippitt, and Secretary Mapes. The pledge of allegiance to the flag was led by Chairman Chandler, followed by a moment of silent prayer. APPROVAL OF MINUTES MSUC (Johnson-Floto) The minutes of the meeting of February 23, 1976 be approved as written. ORAL COMMUNICATIONS The Chairman called for oral communications and none were presented. 1. Consideration of request for one sear extension of conditional use permit PCC,74,3 for ~acquetball facility at 35 Thi~ Avenue- South BaY COUrt Club Director of Planning Peterson reported that this conditional use permit was originally approved two years ago, and a one year extension was granted last year. Construction has not yet commenced and the applicant is requesting an additional one year extension. Since conditions in the area have not changed materially it is recommended that the request be granted. MSUC (Rudolph-Starr) The Planning Commission approves a one year extension for conditional use permit PCC-74-3. 2. Report from the Zoning Administrator on proposed revised plans for Vista Hill HosP.ital Director of Planning Peterson noted the plan on display, as approved last fall by the Planning Commission, for the expansion of Vista Hill by adding rooms for 21 beds and a recreational building. The proposal called for construction of a new building between the main hospital building and an older residential structure on the property. A revised plan has been submitted which calls for removal of the home and construction of a new 2 1/2 story building to accommodate the 21 additional beds, office space, underground parking and space for doctor's offices for the treatment of outpatients. The recreation area is in the same general area as under the previous plan but a swimming pool is added. While the facilities to be accommodated are substantially the same, the plan does depart from that originally approved by the Commission, which is the reason for this report. Mr. Peterson pointed out the differences on the plats of the two proposals -2- ~-- March 8, 1976 on display and recommended approval of the revised plan subject to the conditions stipulated in the original resolution of approval and two additional conditions relating to design of the entrance driveway and heavy screening planting. In response to questions raised by the Commission, Mr. Norval Richardson, administrator of Vista Hill Hospital, advised that in addition to providing space for 21 additional beds, the new structure would contain activities facilities, including a gymnasium, pool tables, badminton court, and an occupa- tional therapy room. There will also be an outside swimming pool and volleyball and badminton area. Thirty parking spaces to be located beneath the new build- ing will alleviate the need for additional parking on the site, and will improve circulation around the buildings. Mr. Richardson also expressed concurrence with the conditions recommended by the staff. MSUC (Starr-Floto) The Commission endorses the approval of the revised plan for expansion of Vista Hill Hospital in accordance with the letter of the Zoning Administrator. 3. Consideration of resolution amending Land Use Chart b adding day nurseries as acce~sOr~ uses to ~hurches~ and makln~ other admln~s- trati~ Chan~e~ Director of Planning Peterson advised that the land use chart was adopted in 1969 following adoption of the comprehensive zoning ordinance which contains a generalized description of uses allowed in each of the various zones. The chart lists the many different uses and serves as an easy reference without the necessity of interpreting the ordinance for each request. Amendments to the zoning ordinance and interpretations of it since 1969 have resulted in changes in permitted uses in some zones and it is desirable to adopt an updated chart. One change in the chart is the addition of day nurseries as an accessory use with churches. MSUC (Smith-Rudolph) The Commission adopts the land use chart of residential and commercial uses. DIRECTOR'S REPORT Director of Planning Peterson asked for the consensus of the Commission with regard to cancelling regularly scheduled business meetings if no public hearings have been scheduled and no other urgent matters are pending. Commissioner Smith suggested that a meeting should be cancelled only after consult- ing with the chairman of the Planning Commission. Mr. Peterson also asked the Commission's preference with regard to scheduling a dinner meeting on March 15. The Commission concurred that a dinner meeting be scheduled preceded by a study session at 5:00 p.m. -3- - March 8, 1976 COMMISSION COMMENTS Commissioner Smith inquired about the status of a report requested earlier concerning traffic conditions at 1-805 interchange with Telegraph Canyon Road. Assistant Director of Public Works Lippitt advised that this request was assigned to a group in the Public Works Department and a study is underway but has not been completed.
