HomeMy WebLinkAboutAgenda Statement 1980/09/02 Item 6 COUNCIL AGENDA STATEMENT . I tern 6 Meeting Date q-?-Rn ITEM TITLE: Resolution /tJ"2#Granting an extension of time, New Golf Course Greens SUBMITTED BY:City Engineer q,fl/' , (4/5ths Vote: Yes___ No~) Woodstone Landscape, Inc. has submitted a request for a seven working day extension of time for the construction of two new golf course greens. The contract completion date is August 29, 1980. It is my RECOMMENDATION: That Council grant an extension of seven working days to the contract time, changing the completion date to September 10, 1980. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: Woodstone Landscape, Inc. in their telephone conversation of August 22, 1980, gave reasons for their request of a second time extension to the contract. Following are reasons which staff believes are valid ones: 1. Failure of the City to supply water to the 13th green. 2. Planting of the seed beds at the il and #13 greens should be done tog e the r . 3. Delay in the completion of the Master Control Panel by the City to test irrigation system automatically. Jack Daray, Golf Course Architect, consultant for the City working for Leisure Planning Associates, reviewed the request from Woodstone Landscape, Inc. Mr. Daray has verified that delay caused by the lack of water availability to the #13 green and completion of the Master Control Panel is legitimate and that the two greens should be planted at the same time. Engineering staff agrees with Mr. Daray's finding and considers seven working days a legitimate extension of the contract time. Phil Barker of the Parks and Recreation Department has been informed of our investigation and agrees with our recommendation. City forces have been installing the irrigation piping to water the new 13th green. Completion uf the piping was delayed awaiting delivery of an essential valve. The valve was finally obtained and the piping was completed on August 22, 1980. During the weekend of August 22, 1980, the supply line ruptured and water was shut off until August 26 to make the necessary repairs. In addition, the wiring to the master control panel cannot be completed until August 29, 1980. This wiring must be completed in order to test the new irrigation system for automatic operation. Until the automatic system is adequately functioning it is not practical to seed the new green beds, as the proper germination is dependent upon an adequate supply of water.
