The contract completion date is August 15, 1980. It is my Meeting Date 8-12-80 ITEM TITLE: SUBMITTED BY: (4j5ths Vote: Yes___ No~) RECOMMENDATION: That Council grant an extension of ten days to the contract time changing the completion date to August 29, 1980. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: Woods tone Landscape, Inc. in their letter of July 25, 1980, gave reasons for their request of a time extension to the contract. Several reasons which staff believes are valid ones: 1. Failure of City to supply adequate water to new greens. 2. Availability of required humus for seed bed mixture. Jack Daray, Golf Course Architect, consultant for the City working with Leisure Planning Associates, reviewed the request from Woods tone Landscape, Inc. Mr. Daray has verified that delay caused by humus mixture availability is legitimate and that delivery cannot be made until August 4, 1980. Wood chips used to make the humus mixture are in short supply due to the down turn in production at the lumber mills. The current demand for humus mixture is greater than the current supply. Damage to the golf course irrigation system by this last winter's rains has inhibited the City's ability to provide the required water supply to the contractor. There is some validity to the contractor's claim that he has been delayed due to inadequate water supply. Engineering staff agrees with Mr. Daray's findings. August 4, 1980 delivery schedule of the humus mixture will require additional time to properly place the seed bed on the greens. Mr. Daray considers five working days a legitimate extension of contract time for delay due to delivery of humus mixture. I concur with his recommendation. Engineering staff also recommends a five working day extension for delay caused by inadequate water supply for a total extension of ten working days to the contract. Emerson Hall, Parks and Recreation Director, has been informed of our investigation and agrees with our recommendation. FISCAL IMPACT: The General Provisions of the contract documents, Section 6-6.2: Extension of Time, states that the City may on condition of granting an extension deduct from final payment the actual cost of engineering, inspection, supervision and other overhead ) expenses which are directly chargeable to the contract and which occur during the 7~period of time extension. Any delay after August 29, 1980 will be subject to such / liquidated damage.
