The City Council previously appropriated $161,900 for Emergency repairs to the municipal
golf course. These funds have now been expended. The appropriated funds were a loan from
the City's General Fund. The loan was made by the City Council with the expectation that
repayment =uld be rmde if a $345,798 Federal Disaster Grant from the Federal Eh1ergency
ManagEment Agency (FEMA) were approved and funded. Notification has been received that
the Disaster Grant has been approved in the amount of $255,634 and an advance payment of
$191,700 has been received. The approved amount is based on estirmted costs made by the
FEMA field inspectors some rronths ago. Upon canpletion of the golf course repairs, a
rmdified claim for the cost of actual =rk will be submitted; however, there is no assur-
ance that FEMA will rmdify the City's approved claim, and indications are that the proba-
bility of rrodification is rarote. In the meantime, repair =rk which requires funding
over and above the previously appropriated $161,190 is continuing on the golf course.
Accordingly, it is my
REXU1MENDATION: That Council appropriate $93,734 (the difference between the grant arrount
of $255,634 and the loan appropriation of $161,900) so that repair =rk on the golf course
can continue.

DISCUSSION
In May, 1980, a Federal Disaster Grant application in the arrDunt of $345,798 was made to
the FEMA to cover repair costs for facilities damaged by the 1980 winter flooding. While
aw~iting appTI)val of the grant application, Council appropriated $161,900 from a General
Fund loan, so that emergency repair work to the greens, irrigation systEmS, irrigation
lakes and fairways could be funded, thereby providing for the golf course to be returned
to operation a..s soon a..s possible.
Not counting City labor and cost of City equipnent usage, approxirmtely $161,000 has been
expended for supplies and services on golf course repairs to date. It is estirmted that
another $40,000 will be required for outside services and supplies, for a total expenditure
of $200,000. Approxirmtely $135,000 in City labor and equipnent usage has been us~d and
an estirmted additional $15,000 will be required. Thus, the estirmted total flood damage
cost is $350,000 which is close to the original $345,000 damage cost estirmte. Claims for
the approved costs thus far expended will be submitted to FEMA. After completion of all
repatr =rk, a rrodified claim covering those costs not yet approved will be submitted to
FEMA. After its review and approval, final payment will be made to the City.
FISCAL IMPACT: $191 ,700 advanced payment has been received; therefore, the $93,734
proposed appropriation is available.
