RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING THE TENTATIVE SUBDIVISION HAP FOR
TELEGRAPH CANYON VILLAS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula
Vista has heretofore approved that certain tentative map of a sub-
division to be known as Telegraph Canyon Villas
and has recommended that the City Council approve said tentative
map subject to the conditions contained in Planning Commission Reso-
lution No. PCS-80-32, adopted on the 24 th day of September ,
1980, a copy of which is attached hereto and by this reference made
a part hereof, the same as though fully set forth herein, and
WHEREAS, the proposed project is exempt from environ-
mental review as a class l(k) exemption.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Chula Vista does hereby approve said tentative
subdivision map in accordance with Planning Commission Resolution
No. PCS-80-32

RESOLUTION NO. PCS-80-32
RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE
CITY COUNCIL THE APPROVAL OF THE TENTATIVE SUBDIVISION MAP FOR
CHULA VISTA TRACT PCS-80-32, TELEGRAPH CANYON VILLAS
WHEREAS, a tentative subdivision map for Chula Vista Tract 80-32, Telegraph
Canyon Villas, was filed by Telegraph Canyon,Ltd., on July 22, 1980 for the
conversion of a 183 unit apartment complex under construction on 8.94 acres
located on the north side of Telegraph Canyon Road between Crest Drive and
Paseo Del Rey into a two lot condominium project, and
WHEREAS, this action is exempt from environmental review as a class l(k)
exemption, and
WHEREAS, the City Planning Commission set the time and place for a public
hearing to consider said tentative map, and notice of said hearing, with its
purpose, was given by publication in a newspaper of general circulation in the
city at least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
September 24, 1980 in the City Council Chambers, 276 Fourth Avenue, before the
Planning Commission and said hearing was thereafter closed,
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
From facts presented to the Planning Commission concerning the development,
the Commission finds as follows:
a. The site is physically suitable for residential development and the
proposed development conforms to all standards established by the City for such
project.
b. The design of the subdivision will not affect the existing improvements--
streets, sewer, etc.--which have been designed to avoid any serious health problems.
c. Approval of the project will not adversely affect the public service needs
of residents of the City or available fiscal and environmental resources.
d. The subdivision is consistent with the General Plan as follows:
1) The conversion of apartments which are under construction in the R-3
zone does not affect the following elements of the General Plan:
Land Use, Circulation, Seismic Safety, Safety, Noise, Scenic Hiohways,
Bicycle Routes, Public Buildings, Conservation, Open Space, and Parks
and Recreation.

Housing Element - The construction of condominiums instead of apart-

residents of the community.
BE IT FURTHER RESOLVED:

That the Planning Commission recommends that the City Council approve the

tentative subdivision map for Chula Vista Tract 80-32, Telegraph Canyon Villas,
subject to the following conditions:
1. The developer shall grant 7.5 foot easements for street tree purposes
along Paseo Del Rey and Crest Drive prior to approval of the final map.
2. The developer shall grant to the city the drainage easement shown on the
tentative map prior to approval of the final map.
3. The developer shall dedicate to the city right-of-way as indicated on
the tentative map for street purposes prior to approval of the final map.
4. The developer shall be responsible for the construction of full street
and drainage improvements as shown on Chula Vista Drawings 80-17 through
80-19. Said improvements shall be constructed prior to approval of the
final map.
5. The developer shall enter into a separate agreement with the City of
Chula Vista stipulating that they or their successors in interest shall
be required to participate in a reimbursement or other district for the
construction of Telegraph Canyon Road prior to the approval of the final
map.
6. Construction of the storage areas within carports or garages and revision
to the patio area for the one bedroom units shall be completed prior to

occupancy of the units.
7. The storage for the one bedroom units located within a garage or carport
shall contain a minimum of 60 cu. ft.
The Planning Commission directs that this resolution be forwarded to the
City Council and a copy be sent to the applicant.

this 24th day of September, 1980, by the following vote, to-wit:
