( L CODE ENFORCEMENT The City's Code Enforcement Program begins with a letter to each property owner within the designated rehabilitation neighborhood. This letter introduces the City's Rehabilitation Housing Inspector, the Housing Rehabilitation Administrator and explains the Housing Rehabilitation Program. From this letter, appointments are made to inspect the housing units. 'Those owners who do not respond initially are sent a second letter approximately 60 days later. If a response is still not received, the Inspector and Administrator contact owners and tenants on a door- to-door basis. Since the Code Enforcement Program is mandatory, this procedure is continued until all units have been inspected. In the designated rehabilitation neighborhood, compliance is mandatory for all health and safety code violations. Violations are identified by the Inspector and a letter is sent notifying the property owner that all violations must be corrected within 90 days. The letter also informs the owner of the low-interest loans that are available to bring the property up to code. The City has adopted the State of California Housing Law and Uniform Housing Code (1976 Edition) for use in the Code Enforcement Program. MARKETING The City's marketing approach is to utilize the citizen participation process, media publicity and general advertising. In each CRA neighborhood there exists a citizen organization which disseminates information on the City's rehabilita- . tion programs. Additionally, the program receives excellent coverage on the program from the local newspaper. The City's advertising program was expanded to accommodate the 1979-80 HOHI program and this will continue in 1980-81. . A publicity campaign will again in- form the public through the local newspapers and City organizations. The local Board of Realtors will again be informed by a special bulletin so that home- buyers will be aware of rehabilitation opportunities. .- ...- --..-.--.--- --~._- ._- ._----... ." . .... -.. -~_.. ...---". .---. .'. . .
