RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ADOPTING A MUTUAL AID AGREEMENT PLAN BE'IWEEN THE
CITY OF CHULA VISTA AND THE SAN DIEGO AREA CHAPTER OF
THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, an agreement has been proposed between the City
of Chula Vista and the San Diego Area Chapter of ICBO which repre-
sents the various political jurisdictions in San Diego and
Imperial County for building inspection mutual aid in time of
disaster, and
WHEREAS, in the opinion of the City Council of the City
of Chula Vista, the said City should be a party to said agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista as follows:
That the proposed agreement between the City of Chula
Vista and the San Diego Chapter of ICBO, entitled Mutual Aid
Agreement Between the City of Chula Vista and the San Diego Area
Chapter of ICBO, a copy of which is on file in the office of the
City Clerk of the City of Chula Vista, be, and the same is hereby
approved.
BE IT FURTHER RESOLVED that the Mayor of the City of
Chula Vista be, and he is hereby authorized and directed to
execute said agreement on behalf of the City of Chula Vista.

PIUACE
Disasters are defined as sudden calamitous eve~ts resulting in great damage,
loss or destruction. Most disasters are t~~ result of floods, fires, torna-
does, hurricanes, earthquakes and less prevalent tsunamis and volcanic erup-
tions. Disasters can be widespread or of relatively li8ited scope. But they
all have one thing in common -- they are disruptive to normal life. The sec-
ondary effects of disasters are the dangers they leave 1n their wake in the
form of damaged and unsafe structures. Such damages must be assessed by
qualified personnel to evaluate conditions and to initiate proper actions for
the disposition of threats to life and safety. Very few inhabited areas in
the world are completely free of the threat of a disaster of some sort.
The public, as a whole, is seldom equipped or ready to cope with an emergency
and instead tends to leave reactions to emergencies for public agencies to
handle. In cases of fires, conflagrations, insurrectiou, riot or other civil
disorders, the fire, police, and often the army or national guard, are brought
into playas the first lines of defense. Secondarily, the Red Cross and medi-
cal teams arrive to ease the suffering. These agencies all have well-designed
plans and, often, several types. But what about severely damaged buildings
and structures which have been adversely affected by tornadic winds, earth-
quakes, floods or fires? Who should take the initiative for their disposition,
and when? The answer is obviously the building department. But, to date,
there has been little planning for such eventualities, and building departments
generally are not organized to cope with such happenings.
Known widely for its Uniform Building Code and related codes, the International
Conference of Building Officials has published this docu.ent in the public
interest to focus attention on the need and to provide some guidaDce for build-
ing officials in the development of plans which may require rapid implementa-
tion at Bome future time.
The original plan has been modHied by the San Diego Area Chapter of the In-
ternational Conference of Building Officials for our owo local use in San Diego
and Imperial Counties.
FORWARD
A plan by itself has little value. Only when it has been studied, rehearsed
and refined can its true effectiveness be determined and validated. This doc-
ument is not exception to that premise. If it is only accepted and placed in
a file or drawer, to be resurrected at the time of need, it will provide little
assistance. No plan of action can be helpful unless its concepts are read and
understood and implementation plans are drawn and assignments made. The thought
of that statement goes even beyond that to the extent that such developed pro-
grams must occasionally be reviewed to insure that their concepts are still
workable and meet current situations. Building officials who do these things
will be performing a valuable public service which will produce its own rewards
in time of need.

IIFINITIONS
1. arl.1d~ Departrrent Disaster Cordinator. The person designated by the
Building Department to be responsible for record-keeping, duty rosters,
and disaster response.
2. Disaster. The occurrence, or imminent threat, of widespread or severe
damage or loss of property or life resulting from any cause.
3. Disaster Inspector. The volunteer who will help a local building depart-
ment in cases of declared emergencies when the local building department
staff cannot handle the situation. Normally these volunteers are other
building officials, building inspectors, plancheckers, architects, en-
gineers, or general contractors.
4. Declared Fl1'ergency. The action that a govemrrv=nt (city, county or state)
nust take before requesting assistance or invoking nutual aid agreeroonts
which define the generalized boundaries of a disaster area.
5. >>tergency Services (or Civil Defense). As defined in local ordinance or
state law.
6. Disaster Assistance Center. A center established by state or federal
authority which serves as a one-stop information center, normally estab-
lished after the emergency or disaster in over.
7. Director of Emergency Services. The local official in charge of all operations
during an emergency. Usually City Manager or Chief Administrative Officer.
8. >>tergency Operations Center ~). A facility for the centralized direc-
tion and control of the emergency organization and the general public, at
a local level, county level, state level, or federal level.
9. Office of Disaster Preparedness (ODP). The day to day staff for the
Unified San Diego County Emergency Service Organization. The staff is
under the control of the county.
10. Unified San Diego County Th:ergency Services Orr,anization. A voluntary
council of local governments created for the purposes of preparing mutual
plans for the preservation and safety of life and property and making
provision for the execution of those plans in the event of a local emer-
gency, state of emergency or state of war emergency, and to provide for
mutual assistance in the event of such emergencies. The organization is
presently funded as follows: Federal 50%; San Diego County 25%; all the
cities in San Diego County 25%.

ORGANIZATION
Each county and many cities have Directors of Emergency Services responsible
for coordinating local response to disasters. In general, that director
serves as staff to the chief executive authroity (county supervisor, mayor)
or a designated administrative authority. The building department provides
support to the Director of Emergency Services.
In an emergency, the local building department shall designate one individual
to serve as its disaster coordinator. This person is responsible for all
record-keeping carried out under the Uniform Disaster Plan; maintains a local
duty roster; coordinates disaster response with the local Emergency Operations
Center (EOC); and insures that the standards of the codes are being enforced.
PREPAREDNESS
The following should be carried out by the building department in cooperation
with the local Director of Emergency Services prior to an emergency:
1. Determine natural and man-made hazards of your community and high-hazard
buildings.
2. Determine at what point building inspection assistance may be needed and
how that assistance is to be implemented.
3. Revise local Emergency Plans to reflect and include the capability of
local building departments. This plan may be added in whole to the local
Emergency Plan.
4. Research state and local enabling legislation dealing with emergencies,
as required.
5. Review local and state laws to insure that the disaster inspectors and
other volunteers are provided liability protection.
6. Revise local ordinances as needed. Authority is provided by adoption of
the Uniform Building Code and the Uniform Code for the Abatement of Dan-
gerous Buildings. Ordinances should be revised to enable permit issuance
with ~ waiver of permit and ~ check fees in a declared emergency by the
building official.
7. Establish mutual aid agreements with building officials in other jurisdic-
tions t~rough the San Diego Area Chapter of lCBO.
8. Develop a list of disaster inspectors available under mutual aid or
through professional registries. Include name, business and home address.

9. Establish a contact regarding the availability of heavy construction man-
power and equipment through such organizations as the local public works

department, Association of General Contractors Plan Bulldozer, Farmers
Grange. This information is available through the Office of Disaster
Preparedness (ODP).
10. Maintain an inventory of identification cards in accordance with the
emergency procedures of your jurisdiction. Provide identification to
disaster inspectors on your list in thp ~~cnt their services are needed,
or use standard identification cards issued by the San Diego Area Chapter
of ICBO.
11. Have available standard inspection forms, signs, equipment and other
tools required to carry out responsibilities. lCBO will make available
to its members a disaster packet containing recommended inspection forms
and signs. Contact lCBO Headquarters in Whittier for prices.
12. Designate a central location in your jurisdiction responsible for making
or coordinating changes in operations and personnel.
13. Conduct an annual test, trial run or review of the Building Director's
Uniform Disaster Plan through the San Diego Area Chapter of lCBO.
MUALAID
The mutual aid agreement is a legal document describing areas of cooperation
between two or more groups. These participating groups can include local,
state, federal agencies, lCBO chapters or other types of professional organi-
zations. The mutual aid agreement shall identify:
1. Activities to be performed under mutual aid;
2. Parties responsible for expenses incurred; and
3. Conditions under which mutual aid may be requested.
The preparation of a mutual aid agreement assists in eliminating legal prob-
lems resulting from emergency activities.
PERSONNEL QlWJFlCATIONS
1. In order to insure the minimum competency of disaster inspectors, the
following qualifications should be met: lCBO certified inspectors -- all
categories; registered architects and engineers; general contractors; and
staffs of local building departments.
2. In order to provide for insurance and appropriate indemnification, any
disaster inspector must be registered as a disaster service worker in
accordance with the legal requirements of the local jurisdiction.

STANDARD OPERATING PROCEDURES FOR INITIATING
DISASTER ASSESSMENT AND MITIGATION
DAMAGE ASSESSMENT
1. After a disaster has occurred, the building department disaster coordina-
tor shall assemble an inspection staff to carry out quick survey and initial
assessment of damages and assist in defining the boundaries of the damaged
area. This staff shall be assembled at the building department or alternate
location as necessary.
2. In assembling inspection staff and when assistance is needed, the disaster
coordinator shall contact the San Diego Area Chapter of ICBO to activate
the mutual aid system.
3. When the mutual aid system is activated, disaster inspectors shall be ad-
vised of the type of disaster, where and when to report, what supplies to
bring, and how long they should expect to stay.
To be supplied by the affected jurisdiction or I.C.B.O. standard identifi-
cation:
a. Official identification
b. Inspection forms, signs, pencils, pens, batteries
c. Communications equipment, as required
d. Local maps
To be supplied by the disaster inspector:
a. Clipboard
b. Hard hat
c. Flashlight
d. Code book, UBC & DBC
e. Tape measure
f. Boots, rain gear, gloves
Optional equipment to be supplied by the disaster inspector as needed and
available:
a. Tools, i.e., hammers, levels, crowbars, etc.
b. Camera and film
c. Calculators, beam computers
d. Cassette tape recorder
4. The building department disaster coordinator shall deputize the disaster
inspectors for insurance and indemnification purposes.
5. The building department disaster coordinator shall brief assembled inspec-
tion staff on the situation, assignments and other operating information.
6(a) Initial damage assessment shall be conducted in teams of two.

6(b) Teams shall drive or walk through areas with structures to define 'the
boundaries of disaster damage and provide initial information on damage
to structures.
6(c) The information gathered in this assessment shall beforwarded by the
building department disaster coordinator to the local Director of Emergency
Services so the basic extent and dollar values of damage can be estimated.
7(a) Following initial assessment, a structure-by-structure inspection shall
be made.
7(b) Inspectors shall be sent out in teams of two assigned by the disaster co-
ordinator to about 20 buildings per shift. These inspectors shall be in-
structed on the use of inspection forms, posting requirements and submis-
sion of forms and other records.
8. When a jurisdiction has declared an emergency in accordance with applicable
stat~tes and local ordinances, the current edition of Uniform Code for the
Abatement of Dangerous Buildings is immediately placed in effect in that
jurisdiction.
9. All identifiable building entrances shall be posted by the teams. Signs
shall be posted so that they may be seen and identified by color from the
street or driveway.
10. The building department disaster coordinator shall Inaintain accurage and
thorough records at all times.
RECONSTRUCTION AND RECOVERY
A presidentially-declared major disaster results in various types of federal
assistance to disaster victims. Of interest to building officials is the provision
of mobi1 homes and low-interest home reconstruction loans. The State (HCD) pro-
vides the housing; the federal government (SBA) provides low interest loans. In
addition, governmental entities are provided funds to rebuild public facilities.
1. The building department disaster coordinator shall provide the public with
information on obtaining permits to install mobile homes and repair dwellings.
Use of news releases, citizens' meetings and building department information
desks, which can be placed in the Disaster Assistance Centers established by
the federal government, are acceptable.
2. The building department disaster coordinator should arrange for a desk at
the Disaster Assistance Center by contacting the Office of Disaster Pre-
paredness (ODP).
3. Records must be maintained to document damage, initiated actions and man-
hours worked. These records are necessary before reimbursement can be re-
quested from the federal government. File these records with the local
Director of Emergency Services.

The following constitutes an agreement between the City Council and the Building
Department of the and the San Diego Area Chapter of the
International Conference of Building Officials.
PURPOSE
The purpose of this agreement is to establish a system for building officials
to request assistance from members of the San Diego Area Chapter of the Inter-
national Conference of Building Officials in the event of a disaster. Within
the context of this agreement, a disaster exists when facilities or capabilities
of the local building department are insufficient to meet the needs of a partic-
ular situation. Additionally, these needs cannot be met through other sources
within the local government. The "Building Director's Uniform Disaster Mitiga-
tion Plan", a copy of which is on file in the office of the City Clerk, shall be
the plan to be followed under this agreement.
RESPONSIBILITIES
The jurisdiction requesting assistance:
Determines that an emergency exists and has been declared.
Determines what assistance is needed.

The San Diego Area Chapter of the International Conference of Building Officials:
Contacts other disaster inspectors participating in this agreement and assem-
bles the needed assistance.
The building officials providing assistance as members of the San Diego Area Chap-
ter of the International Conference of Building Officials:
Maintain management authority over any personnel. equipment or other facilities
which are supplied throueh this agreement and used outside t1ephysical boun-
daries of the jurisdiction requesting assistance.
Maintain r~cords necessary to receive financial reimbursement from the request-
ing office or other source.

Any building department or official signature to this agreement has accepted
responsibility for making their assjstance available to other jurisdictions in
the event of an emergency. This agreement takes effect immediately. It may be
cancelled by either party, upon submitting written notice to the other party,
at least 30 days prior to ending this agreement.

The (jurisdiction) advises all contra.;cors wishing to engage in
repairs or reconstruction work necessitated by our recent disaster to obtain
permits and copies of disaster damage inspection forms before proceeding with
any work. In addition, all contractors must be State licensed and have a local
business license before permits may be issued.
All citizens and residents of (jurisdiction) , please be informed
that the purpose of these requirements is to screen out possible opportunists
from taking advantage of the current situation. Furthermore, residents are
cautioned and warned ~ to sign blank contracts, agree to have work performed
without first seeing the contractor's current State and local licenses, or
allow work or alterations not authorized by the (jurisdiction) Building
Department.

disaster damage asses~~t,

Services. which were primarily concerned with damage assessnent following major
earthquakes. and the conclusions relati, re to each question provided by the Attorney
General. Copies of the complete opinion are on file at the State Office of F1rergency
Services. its Regional Offices. and with the Structural Engineers Association of
California.
1. QUEST ION:
May structural engineers who a~e registered as Disaster Servd.ce ~rkers be
utilized to assess the extent of damages incurred by buildings in areas
struck by earthquakes?
ANS~'ER :
Structural Engineers vJ.10 are registered as Disaster Service W:>rkers may be

clamation of a State of FIrergency or Local Elrergency.

ANSWER:
'The appointJrent, without pay. of Structural Engineers mo are registered
