RESOLUTION NO. 10263
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA REQUESTING AN EXTENSION OF TIME FOR THE REVISION
OF THE HOUSING ELEMENT OF THE CITY OF CHULA VISTA
GENERAL PLAN
follows:
The City Council of the City of Chula Vista finds as
That in accordance with the attached Negative
Declaration, IS-80-64 and the findings therein, the subject
project will not have a significant impact upon the environment
and the City Council hereby certifies that the Negative Decla-
ration was prepared in accordance with the California Environ-
mental Quality Act of 1970 as amended.
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista has initiated a
revision to the Housing Element of the Chula Vista General Plan in
order to conform with the requirements of the revised State
Housing Element Guidelines promulgated by the California State
Department of Housing and Community Development, and
WHEREAS, the completion and adoption of said revision to
the Housing Element is expected to require approximately one year
beyond the April 1, 1980 adoption deadline established therefor by
the State Department of Housing and Community Development, and
WHEREAS, the Director of the California State Office of
Planning and Research has been given the authority to grant an
extension of time for the adoption of general plan elements upon
proper application by the locality, of which this resolution is a
part, and
WHEREAS, the City of Chula Vista has an adopted Housing
Element and active local housing assistance program which will
continue in force until a revised Housing Element is adopted, and
WHEREAS, Mr. D. J. Peterson, Director of Planning, has
been authorized to act as the City of Chula Vista contact person
with the State Office of Planning and Research concerning this
extension.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby request of the Director of the
California State Office of Planning and Research a ten month
extension of time from and after September 16, 1980 for the
completion and adoption of the revision to the Housing Element of
the City of Chula Vista General Plan.

A. Background
The State Dept. of Houslng & Community Development has established,
April 1, 1980 as the adoption deadline for a revision to the Housing
Element of the General Plan. In order to conform with the requirements
of the revised State Housing Element Guidelines, an extension of time
will be necessary.
B. Project Description
The City of Chula vista is requesting of the Director of the California
State Office of Planning & Research, a ten month extension of time
for the completion and adoption of the revision to the Housing
Element of the City of Chula Vista General Plan.
C. Compatibility with zoning and plans
The existing Housing Element of the General Plan will remain in
effedt until adoption of the proposed revisions.
D. Findings of no significant impact
1. Since the project is not site specific, there will not be
any adverse impact on the physical environment.
2. The proposed extension is not inconsistent with the General
Plan since the existing Housing Element will continue to remain
in effect.
3. There are no impacts anticipated which could interact to
create a substantial adverse effect on the environment.
4. The project will not cause a significant increase in traffic
or related emission nor is any health hazard anticipated to
occur.
