RESOLUTION NO. 10246
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA REJECTING BIDS FOR THE MAINTENANCE OF TOWN
CENTRE NO. 1 STREET LIGHTING AND LANDSCAPING
DISTRICT NO. 1980-81 AND FINDING THAT SAID WORK
MAY BE PERFORMED BETTER AND MORE ECONOMICALLY
UNDER DIRECT SUPERVISION OF CITY EMPLOYEES AND
WAIVING THE BIDDING REQUIREMENTS OF SECTION
1009 OF THE CITY CHARTER
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the fOllowing three bids were received by the
City Engineer and opened on the 13th day of August, 1980 for the
maintenance of the landscaping on Third Avenue between "E" and "F"
Street:

and
WHEREAS, said bids far exceed the cost that would be
incurred if the City undertook the work with the existing contract
maintenance man under the direct supervision of City employees,
and
WHEREAS, Section 1009 of the Chula Vista City Charter
requires that public works contracts in excess of $8,000 shall be
done by written contract and that said contract shall be let to
the lowest responsible bidder after notice by publication except
in those circumstances where the City Council finds based upon
estimates approved by and the recommendation of the City Manager
that such projects may be excepted from said requirements because
the work in question may be performed better and more economically
by the City with its own employees, and
WHEREAS, the City Engineer and the City Manager have
recommended that the City Council authorize such work to be
accomplished under the direction of City forces in accordance with
the provisions of Section 1009.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista that, based upon the recommendation of the
City Engineer and the City Manager, all bids be rejected for the
maintenance of Town Centre No. 1 Street Lighting and Landscaping
District No. 1980-81, and that said work be undertaken through the
continued employment of the contract maintenance man and that said
work be excepted from the requirements of Section 1009 of the City
Charter and the work in question may be performed better and more
economically by the contract maintenance man.
BE IT FURTHER RESOLVED that said work shall be financed
out of available Town Centre Account 575-5298, leaving a balance
of $1,970 in said account.
