In addition, I am requesting that the "J" Street loop (presently being made by eight buses) on Route 29 be deleted as the boardings/alightings on this segment are extremely low and duplicate service is provided on "J" Street by Chula Vista Transit (CVT) Route 703. Therefore it is my RECOMMENDATION: That Council adopt this resolution approving changes in San Diego Transit Route 29 service in Chula Vista. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: S~D Diego Transit's Route 29 provides service between the NTC Sub pier on Point Lorna and Otay Mesa through downtown San Diego (see plat). This route enters Chula Vista from the north on Fourth Avenue, south to "E" Street, east to Third Avenue and south on Third Avenue to the city limit at "L" Street. On weekdays, buses operate on 30 minute head ways between 6:00 a.m. and 9:30 p.m. (29 buses in each direction). Of the 29 buses, 4 travel east on "J" Street from Third Avenue, loop around on Corte Maria, Murray Street and Hilltop Drive and back to Third Avenue on "J" Street. This loop takes the buses 5-8 extra minutes to negotiate. SDT would like to add another bus in the northbound direction in the morning to alleviate the existing overcrowding. Chula Vista's Transit Coordinator has received several calls in the past few months from citizens who complained that they could not board the northbound Route 29 buses in Chula Vista in the early morning because the buses were full by the time they reached the city limits. The additional bus should relieve this situation and increase the potential for attracting commuters to transit for the trip to downtown San Diego. In a separate, but related matter, the Transit Division has been analyzing the "J" Street loop made by 8 of the 58 buses/day on Route 29. Prior to April 1976, this loop was the southern terminus of Route 29. It provided a convenient turnaround for the SDT buses. Then the County requested that Route 29 be extended southerly on Third Avenue to Palm Avenue in Otay Mesa. SDT was originally going to abandon the "J" Street loop with the extension of Route 29 southbound on Third Avenue but, as a compromise with Chula Vista, they agreed to continue routing 4 northbound and 4 southbound buses/day on the loop. /Jo-<b JD'v Form A-113 (Rev. 11/79) EXHIBITS Agreement____ Resolution~ Ordinance____ Plat____ Notification List ...... Also, the area along the loop is actually provided duplicate transit service by CVT Route 703 which travels on "J" Street between Fifth Avenue and the 1-805 Freeway. Any person who might be inconvenienced by the elimination of the Route 29 "J" Street loop could use CVT and transfer to the 29 bus at Third Avenue/"J" Street free of charge. Page 2, Item Meeting Date In summary, the provision of an additional bus northbound on Route 29 will help relieve the existing overcrowded condition which denies access to some patrons who desire to board the bus in Chula Vista, and the elimination of the "J" Street loop will drop an unproductive segment without depriving residents of transit service. It is expected that these changes could be made prior to or coincidental with the September shakeup on SDT. FISCAL IMPACT: The elimination of the "J" Street loop will reduce the SDT revenue miles in Chula Vista (2190/yr) by more than the increase of the additional northbound bus (780 mi/yr). This will result in a credit to be ~onsidered in the "First Arnendment" claim to be submitted by SDT later in this fiscal year (annual adjustments made on actual versus estimated costs, revenues and subsid ies) . SUBMITTED BY: Development Services Administrator ~)VV;4/5thS Vote: Yes_ No~) At the meeting on July 22, 1980, the Council considered a request from San Diego Transit to add another bus northbound on Third Avenue in the morning peak hour. In addition, the City's Transit Coordinator is requsting that the "J" Street loop made by four buses on Route 29 in the morning and four buses in the afternoon be deleted as the service is duplicated by CVT's Route 703. Council continued this matter until a Council Conference on July 24 in order that some details could be discussed with San Diego Transit. Therefore, it is my RECOMMENDATION: That Council adopt this resolution which approves adding another bus on Route 29 northbound in the morning to alleviate the ex isting crowded cond i tions and tha t the "J II Street loop on Route 29 be del eted . BOARD/COMMISSION RECOMMENDATION: Not applicable. .... DISCUSS ION: ~ San Diego Transit has tentatively agreed to provide the additional bus on Route 29 in the morning starting at or near the southerly boundary of the City of Chula Vista. A representative of San Diego Transit will be in attendance to discuss any questions the Council may have. The Transit Coordinator is still recommending that the "J" Street loop made by 8 buses per day on Route 29 be deleted as this section of the route is nonproductive and the area served is provided duplicate service on CVT's Route 703. The Transit Coordinator will be present to discuss the advantages of deleting this loop. At the meeting on Tuesday, a question was raised regarding the method of calculating the cost of San Diego Transit service to the City of Chula Vista. A member of the San Diego Transit staff and of the MTDB staff will be present to discuss the existing method and viable alternatives. FISCAL IMPACT: Not applicable.
