The 1980-81 budget provides for one (1) 15' cut rotary mower for the Parks Division for
cutting large turf areas. The type of mower requested is a sole source item, therefore,
it is the Director of Parks & Recreation and the Purchasing Agent joint
RECOMMENDATION: That Council adopt resolution waiving bid requirement for purchase of
rotary mower.

DISCUSSION:
Reel type mowers which are ganged together have been used for large turf area maintenance
over the years because of their superior cutting quality. The rotary mowers, which are
less costly to maintain and more efficient to operate, have only been used to mow weeds
and roughs. Consequently, a few turf machinery manufacturers have been trying to develop
a rotary mower which has the cutting qualities of reel mowers, but does not scalp mounds
and hillsides for large turf areas, while at the same time retaining the rotary's
excellent maintenance characteristics.
The Howard Price Turf Equipment Co. has developed such a rotary mower in their
Model Hydro-Power 180. The Hydro-Power 180 rotary mower is designed for large turf areas.
Power steering and rear wheel steering provide excellent maneuverability. The mower has
three front mounted cutting units and cuts a l5-foot swath. Features include a 78HP,
4-cylinder, diesel, water-cooled engine, coupled with a hydrostatic transmission. The
unit is also transportable on a trailer.
Through demonstrations and statistical input from another municipal agency which has a
Hydro-Power 180 rotary mower, an approximate 30% increase in productivity can be expected
from using this new equipment. Moreover, the City's Equipment Maintenance Superintendent
estimates a significant decrease in equipment maintenance costs and equipment downtime.
Many of the present reel type mowers' maintenance problems are attributable to driving
the units from one area to another on City streets. The transporting of new rotary mower
on a trailer will eliminate this adverse maintenance aspect.
After contacting other mower manufacturers, it has been determined that the Howard Price
Turf Equipment rotary mower is the only mower on the market capable of cutting a 15' swath.
Other manufacturers have 5' and 6' cutting units for small turf areas.
The S&H Mfg Co. in Anaheim, CA, is the only distributor for the Hydro-Power 180 mower.
Since the Hydro-Power 180 mower is unique and there is only one source, competitive bidding
is impractical and as authorized by Section 2.56.070 of the Chula Vista Municipal Code,
it is recommended that the bidding requirement be waived and the mower purchased from
S&H Mfg. Co.
FISCAL IMPACT: Funds required for the purchase, including sales tax are $24,910.
Account 100-1520-5568 provides for this item in the current budget.
