RECOMMENDATION: Adopt resolution. BOARD/COMMISSION RECOMMENDATION: N.A. DISCUSSION: The CETA regulations have changed substantially since the program's inception. The maximum wage criteria, as set by the Federal Government, has been tightening every year. Prior to April 1, 1979, the maximum salaries paid to participants of the program was $833/month for Title II and $916/month for Title VI but could be supplemented with City funding. Between April 1, 1979 and September 30, 1979, the maximum salaries did not change but, for the first time, the salaries of all participants for a particular jurisdiction could average no higher than $605/month, and could no longer be supplemented with City funding. From October 1, 1979 to the present, the same maximums apply but the average wage of all participants can average no higher than $625/month. Therefore, to comply with CETA guidelines, the salary increases granted to other City classifications cannot be extended to classifications including only CETA participants. If the salary increases were given, many of the classifications would exceed the maximum. Once an employee exceeds the maximum, he/she must be terminated. To prevent this, a special resolution is being forwarded to Council maintaining the current salary ranges for the classifications filled with only CETA participants. In two cases, the classifications are being placed into a lower slary range within the max- imum ($833). This is recommended at this time because the positions are currently vacant. The position of Library Conversion Coordinator is currently filled but the individual cannot advance beyond "A" Step or the maximum salary will be exceeded ($916). Additionally, every CETA employee may only advance to the highest step in the salary range that does not exceed the maximum. All City CETA participants are aware of these regulations.
