- Establishing the compensation and fringe benefit plan
for the Unclassified/Hourly employees for FY 1980-81

The City has met and consulted with representatives from the Hourly Employees Rights Organiza-
tion (HERO) and recommends adjustments to the hourly wage.

DISCUSSION:
At the end of the 1979-80 fiscal year, hourly employees requested to be represented by a
registered employee organization. On July 19, 1980, HERO was granted registration as
provided in the Employer-Employee Relations Policy, Section 7B. In accordance with this
policy, HERO has the right to represent members and consult with City management regarding
wages, hours and other terms and conditions of employment. However, management has no obliga-
tion to bargain or negotiate.
This relationship is significantly different from the City's other employee organizations
(CVEA, IAFF, WCE and POA) which became certified bargaining units through a formal election
process and have full rights to meet and confer with City management.
This year, for the first time, management met with representatives from HERO. Through this
consultation process, HERO requested pro-rated benefits for vacation and sick leave as
well as a salary increase. Within the total compensation framework, the hourly employees
could receive an hourly wage increase of 4% with the remaining compensation received in
the form of benefits. This package was unacceptable to both the City and HERO.
Through discussions with the HERO representatives, it was pointed out that the City's
part-time employees are the only group required to work hard holidays without special
compensation. Many of these employees have worked for the City for many years on a part-time
basis. Specifically affected are the recreation personnel whose work is essential on
holidays to keep the recreational facilities operating. In the absence of other fringe
benefits, time and one half compensation is recommended for individuals required to work
hard hol idays.
Therefore, the classifications represented by HERO (listed on Attachment "A") are recommended
for a 9.5% hourly wage increase and time and one half compensattion as opposed to straight-
time compensation for working hard holidays.
It must be noted that HERO represents the majority of hourly employees but specifically
excludes Intern I, Intern II, Supervising Traffic Officer and Traffic Officer.
At this point, HERO does not desire to represent Interns because these classifications are
normally filled by students on a project basis. In most cases, these individuals are em-
ployed by the City for only a semester. In contrast. most other hourly employees work
over a continuous period of time (every summer for several years, full-time for short periods
on a recurring basis, or part-time for a lengthy period of time.)

The Traffic Officer and Supervising Traffic Officer are not represented because the
majority of individuals filling these positions are Rohr employees utilized for traffic
control.
Therefore, the classifications not represented by HERO (listed on Attachment "A") are
recommended for an hourly wage increase of 10%. The increase is one half of a percent
higher than HERO employees because the non-represented hourly employees will not receive
time and one half compensation for hard holidays.
FISCAL IMPACT:
The total cost of the compensation package is estimated at $27,000. This meets the
wage guidelines set by the City Council.
