HomeMy WebLinkAboutPlanning Comm min 1978/04/19 MINUTES OF A SPECIAL MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA April 19, 1978 A special meeting of the City Planning Commission of Chula Vista, California was held on the above date beginning at 7:00 p.m. with the following members present: Chandler, Smith, G. Johnson, O'Neill and Renneisen. Absent (with previous notification) R. Johnson and Pressutti. Also present: Director of Planning Peterson and Secretary Anderson. The pledge of allegiance to the flag was led by Chairman Chandler, followed by a moment of silent prayer. ORAL COMMUNICATIONS Chairman Chandler called for oral communications and none were presented. 1. PUBLIC HEARING (Cont.) Consideration of proposed amendments to the General Development Plan and Schedule of E1 Rancho del Rey P-C zone. Director of Planning Peterson advised that this item had been continued from the meeting of March 22nd at the request of the City Attorney. He informed the Commission that the applicant had submitted additional information and that the Engineering Department and Planning Department were still reviewing the report. He informed the Commission that there has been some concern by the Council over the delays on this item and therefore the City Manager is interested in expediting it if possible. For that reason staff is asking that the item be continued to May 3rd. Chairman Chandler pointed out that that was not a regular meeting date and asked if staff was sure a report and recommendation could be ready in time. Mr. Peterson responded that a report could be ready but that he would feel more comfortable with the May 17th date as that would allow time to meet with representatives of the Gersten Company to discuss the report prior to the Planning Commission meeting. He informed the Commission that the material submitted by Gersten's consultants is quite technical and detailed and deals in an area in which staff is not particularly expert. Chairman Chandler expressed some reservations about scheduling the item for May 3rd and then having to continue it again to May 17th. Commissioner Renneisen felt that the item is very important and that staff should not be unduly rushed in the preparation of the report and recommendation. -2- April 19, 1978 Commissioner Smith asked if there were many items on the agenda for the meeting of May 10th. Mr. Peterson stated that there were at least two Environmental Impact Reports but that he wasn't sure of just how many more items were on the agenda for the 10th, but there were quite a few items on the agenda for the meeting of April 26th. He stated that he thought that the E1 Rancho del Rey items should be heard at a special meeting when no other business is before the Commission. Commissioner O'Neill stated that he thought that the meeting should take place when the staff was ready and not before. Chairman Chandler opened the public hearing and no one wished to speak. MSUC (Renneisen-Smith) The public hearing on the consideration of proposed amendments to the General Development Plan and Schedule of E1 Rancho del Rey P-C zone was continued to a special meeting on May 17, 1978. Chairman Chandler explained to the audience, who had just arrived, that Item #1 on the agenda had just been continued to May 17th. 2. PUBLIC HEARING: Consideration of Specific Plan for E1 Rancho Del Rey area. Director of Planning Peterson informed the Commission that this item should be considered along with Item #1, and staff is recommending continuance to May 17, 1978. This being the time and place as advertised, the public hearing was opened. No one wished to speak. MSUC (G. Johnson-R. Renneisen) The public hearing on the consideration of Specific Plan for E1 Rancho del Rey be continued to a special meeting of May 17, 1978. ORAL COMMUNICATIONS Chairman Chandler called for oral communications and none were presented. DIRECTOR'S REPORT Director of Planning Peterson advised the audience that if there was anyone who did not understand what had transpired tonight, that he would be glad to stay after the meeting and discuss it with them. He again explained that additional information had been received by the staff and it was being reviewed at the present time. -3- April 19, 1978 COMMISSION COMMENTS Commissioner Renneisen asked if the Commission would be receiving copies of the additional material before the next meeting on E1 Rancho del Rey. Mr. Peterson informed Mr. Renneisen that the applicant had only submitted two copies for study, but he assured Mr. Renneisen that they would have the material before the next meeting.
