SUMMARY
The Police Department has been awarded $241,273 from the Supplemental Law
Enforcement Services Fund. These funds will be used to continue funding of the
personnel costs of a Peace Officer assigned to the Gang Reduction, Intervention and
Prevention (GRIP) program, and a Police Training and Development Supervisor.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the Statc CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council conduct the public hearing and adopt the resolution.
BOARDS/COMMISSION RECOMMENDATION
The State appropriation requires a Regional Oversight Committee's approval of the funds
prior to disbursement. In accordance, the Supplemental Law Enforcement Oversight
Committee (SLEOC) was established in San Diego Cowlty. The Committee is
comprised of the County of San Diego Sheriff, the County of San Diego CAO, the Chula
Vista Chief of Police, a regional City Manager and the District Attorney. The Committee

will review the City ofChula Vista's expenditure plan upon approval by the Chula Vista
City Council.
BACKGROUND
The Police Department has been awarded $241,273 through the Supplemental Law
Enforcement Services Fund (SLESF). These state funds were allocated to the Police
Department for purposes required by the Citizens' Option for Public Safety (COPS)
Program. Acceptance of these grant funds requires a public hearing per stipulations of
the State COPS Program.
During fiscal year 199611997, the state appropriated funds for local law enforcement
services per AB 3229, Chapter 134, Statutes of 1996. In accordance with this
Legislation, the state has appropriated funds annually to local law enforcement agencies.
The City of Chula Vista's proportionate share of these funds is $241,273. These funds
are to be deposited in the City's Supplemental Law Enforcement Services Fund (SLESF
Grant Fund) and used for law enforcement personnel and equipment needs as prescribed
by the original legislation (AB 3229). These funds must be used to supplement existing
funds and cannot replace, or supplant, funds that have already been appropriated for the
same purpose. A twenty-five percent (25%) in-kind contribution is required for these
funds. The in-kind contribution will be staff time associated with procurement of
equipment and training of personnel. The allocation of future funds is subject to annual
state budget deliberations.
DISCUSSION
The Police Department will be utilizing SLESF grant monies to fund two positions.
GRil' Officer
Funding from the California Emergency Management Agency (CaIEMA) for the Gang
Reduction, Intervention and Prevention (GRIP) project ended on June 30, 2010. In order
to continue this successful project, the Department is proposing to use SLESF funds for
the personnel costs of the GRIP officer. The G Ril' officer identifies youth at risk of
becoming gang members, or who are in gangs and wish to get out, and directs them to
appropriate social services to keep them out of gangs. This position works out of the
School Resource Officer Unit and coordinates with the School Resource Officers on
identifying and approaching at-risk youth. The GRIP officer also works closely with
South Bay Community Services Juvenile Diversion program and the Turning The Hearts
Center to provide the much needed social services that these youth and their families
need.
Police Training and Development Supervisor
Funding for the Police Training and Development Supervisor was previously provided
via the FY 2009 SLESF grant fund. Those funds have been expended and the department
is proposing to continue this position utilizing the latest SLESF award. The Police
Department is currently making significant changes to patrol scheduling in order to better
utilize our current sworn officer staffing in Patrol. Because of these changes, the training
program is being modified to fit the new scheduling challenges. Additionally, the Police

Training and Development Supervisor coordinates the POST Training reimbursement
program which is critical for the Department to continue receiving POST training funds.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action amI has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(I) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the acceptance of $241,273 from the State COPS
Supplemental Law Enforcement Services Funds. The personnel costs of these two
positions are already included in the fiscal year 2010/2011 adopted budget of the SLESF
Grant Fund.
ONGOING FISCAL IMPACT
The current proposal provides one year funding for the two positions outlined in this
report. The Department will seek additional funding in subsequent fiscal years. If no
additional funding is obtained, then the positions may need to be eliminated.

WHEREAS, during Fiscal Year 1996/1997, the state appropriated funds for local law
enforcement services per AB 3229, Chapter 134, Statutes of 1996; and
WHEREAS, the City of Chula Vista's proportionate share of the Fiscal Year 2010 State
Cops Law Enforcement Services Fund (SLESF) is $241,273; and
WHEREAS, a public hearing was held to consider the expenditure of these funds; and
WHEREAS, these funds will be utilized to continue funding for the Gang Prevention
Peace Officer and the Police Training and Development Supervisor; and
WHEREAS, these funds must be fully expended by June 30, 20 II, otherwise any
remaining funds will revert back to the State of California.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby accept $241,273 from the State COPS Supplemental Law Enforcement
Services Fund.
