(lIT OF '-~ (HUlA VISTA 08/03/2010 Item~ SUBMITTED BY: REVIEWED BY: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2010/2011 POLICE GRANT FUND BUDGET BY APPROPRIATING $99,401 FOR THE Dur ENFORCEMENT AND AWARENESS PROGRAM CHIEF OF POLIC~' CITY MANAGE 4/5THS VOTE: YES X NO ITEM TITLE: SUMMARY In October 2009, the California Office of Traffic Safety awarded $182,797 to the Police Department for the DUI Enforcement and Awareness Program. The Department is requesting to appropriate $99,401 of available grants funds to the fiscal year 2010/2011 Police Grant Fund. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION The Police Department received funding in October 2009 from the California Office of Traffic Safety for the DUI Enforcement and Awareness Program. Throughout the one- year grant period (10/01/2009 to 09/30/2010), OUI operations will be conducted on an 7-1 8/3/2010, Heml Page 2 0[2 overtime basis. The types of operations include DUVDriver's License checkpoints, DUI saturation patrols, stakeout operations and court sting operations. Funds provided by this grant will also be utilized for checkpoint supplies, handheld breath testers and education materials to inform the public of the dangers of driving lUlder the influence. The Department is requesting to appropriate $99,401 of available grants funds to the fiscal year 2010/2011 Police Grant Fund to continue the enforcement and awareness programs. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has deternlined that it is not site specific and consequently the 500 foot mle found in California Code of Regulations section I 8704.2(a)(1 ) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $99,401 to the fiscal year 2010/2011 Police Grant Fund, with $93,586 to personnel services and $5,815 to supplies amI services. The funding from the California Office of Traffic Safety will completely offset the costs of the DUI Enforcement and Awareness Program, resulting in no net fiscal impact. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. Once the grant funds are expended, the program will end. ATTACHMENTS None. Prepared by: Jonathull Alegre. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 20IO/20ll POLICE GRANT FUND BUDGET BY APPROPRIATING $99,401 FOR THE DUI ENFORCEMENT AND AWARENESS PROGRAM WHEREAS, in October 2009, the California Office of Traffic Safety awarded $182,797 to the Police Department for the Dur Enforcement and Awareness Program; and WHEREAS, the goal of the DUr Enforcement and Awareness Program is to reduce the persons killed and injurcd in alcohol involved crashes; and WHEREAS, DUIIDriver's License checkpoints, Dur saturation patrols, stakeout operations and court sting operations will be conducted on an overtime basis; and WHEREAS, funds provided by this grant will also be utilized for checkpoint supplies, handheld breath testers and education materials to inform the public of the dangers of driving under the influence: and WHEREAS, the Police Department is requesting to appropriate $99,401 of available grants funds to the fiscal year 2010/20 II Police Grant Fund. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby amend the tiscal year 2010/2011 budget and appropriate $93,586 to personnel services and $5,815 to the supplies and services category of the Police Grant Fund for the DUr Enforcement and Awareness Program.
