The County of San Diego, who is the prime recipient of this grant, has allocated $45,430 to the Police Department because of its participation in the Jurisdictions Unified for Drug/Gang Enforcement (JUDGE) program. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section l5060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 6-1 81312010, Ite~ Page 2 of2 DISCUSSION As part of the 2009 American Recovery and Reinvestment Act (ARRA), the Bureau of Justice Assistance has awarded $470,238 to the County of San Diego District Attorney's Office for the Anti-Drug Abuse Enforcement Team Recovery Act Program. The Police Department has been allocated $45,430 for its participation in the Jurisdictions Unified for Drug/Gang Enforcement (JUDGE) program. The Department will use this funding to partially pay for the personnel costs of the JUDGE unit, which consists I Sergeant, I Agent and 4 Officers. This ARRi\ funding is a one-time supplement to the regular funding received from the District Attorney's JUDGE grant award. The JUDGE pro~'Tam is an inter-agency response to the county-wide problem of offenses committed by drug-involved gang members, narcotics traffickers and offenders, and repeat/serious felony offenders. This county-wide task force is comprised of law enforcement, probation, parole and vertical prosecution which targets adult offenders in the above outlined categories. With respect to the targeted offenders, this program provides for increased surveillance, arrests and focused attention within each phase of the criminal justice system. A primary focus of the program is to identify, apprehend and prosecute criminals with strike convictions and narcotics histories. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 1 8704.2(a)(l ) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $45,430 to the personnel category of the fiscal year 2010/2011 American Recovery and Reinvestment Act Fund. The grant funding from the Bureau of Justice Assistance will result in a positive fiscal impact of$45,430 to the General Fund in fiscal year 2010/2011. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS None. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept $45,430 from the Bureau of Justice Assistance and appropriate said funds to fiscal year 2010/2011 personnel budget of the American Recovery and Reinvestment Act Fund for the Anti-Drug Abuse Enforcement Team Recovery Act Program.
