SUMMARY
On June 21, 2010, the San Diego County Cal-ID Remote Access Network (RAN) Board
approved a request from the Chula Vista Police Department to fund two part-time Latent
Printer Examiners and one Cal-ID Services Technician. The San Diego County Cal-ID
RAN Board is the local RAN board prescribed by law in California Penal Code Section
11112.4.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The California Identification System (Cal-ID) is a state-wide computerized network
which allows fingerprint or palm print images to be entered with identification possible if
the known prints are part of the databases. The San Diego Cal-ID Program is funded by
the County general fund, user agency fees based on population and crime within each
jurisdiction, and funding provided by Section 9250.19 of the California Vehicle Code.
The San Diego County Cal-ID Remote Access Network (RAN) Board approved a request
from the Chula Vista Police Department in the amount of $95,000. This funding will pay
for the personnel costs of two part-time Latent Printer Examiners and one Cal-ID
Services Technician for one year. These three positions were previously funded by thc
State COPS Supplemental Law Enforcement Services Fund (SLESF), which ended on
June 30, 2010, and were scheduled for lay-off unless additional funding was obtained.
Fingerprint verification and entries into the Cal-ID system are a high priority for law
enforcement agencies because it involves confirmation of identifications, which is a
critical component of investigation cases. Without these part-time examiners, the Police
Department's Forensic Laboratory will not have the ability to keep up with the currcnt
backlog of approximately 250 cases that need to be entered into the Cal-ID system, with
some dating as far back as 2007. Since their hire date in January 2010, these three
individuals have entered 162 Cal-ID cases resulting in 31 hits.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(l) is not applicable to this decision.
CURRENT YEAR FISCAL IMP ACT
Approval of this resolution will result in the appropriation of $95,000 to the fiscal year
2010/2011 Police Department personnel budget. The funding from the County of San
Diego Cal-ID Program will completely offset these personnel costs, resulting in no net
fiscal impact.
ONGOING FISCAL IMPACT
The $95,000 approval provides one year funding for the three positions outlined in this
rcport. The Department will seek additional funding in subsequent fiscal years. If no
additional funding is obtained, then the positions may need to be eliminated.

if the known prints are part of the databases; and
WHEREAS, the San Diego Cal-lD Program is funded by the County general fund, user'
agency fees based on population and crime within each jurisdiction, and funding provided by
Section 9250.19 of the California Vehicle Code; and
WHEREAS, the San Diego County CaI-lD Remote Access Network (RAN) Board
approved a request from the Chula Vista Police Department in the amount of $95,000; and
WHEREAS, this funding will pay for the personnel costs of two part-time Latent Printer
Examiners and one CaI-ID Services Technician for one year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby accept $95,000 from the County of San Diego California Identification
Program and appropriate said funds to the fiscal year 20 I 0/20 II Police personnel budget for
hourly Latent Print Examiner and Police Services Technician personnel.
