DATED City Clerk -- I ? -- PERSONNEL DEPARTMENT 7/80 TRANSIT COORDINATOR SALARY STUDY At the request of the Deputy City Manager/Development Services Administrator, a survey was conducted of selected transit agencies in the Western United States. The list of agencies and the format of the survey were provided by the Traffic Engineer. In determining comparabil ity, the following factors were considered: whether the system operated under contract with a bus company or owned the buses; whether the number of revenue miles was similar to Chula Vista's; whether the number of buses was similar to Chula Vista's; and whether the position in question was actually a transit position. Any conclusions have been based on information provided by these agencies and may differ if other agencies or.types of positions were to be included. A review of the attached data shows that for a variety of reasons, only one position in the survey is comparable. The other agencies contacted had systems significantly larger than Chula Vista's and/or owned their buses. Three agencies involved with local transit systems were included for information purposes only. The positions in these agencies, though not comparable to Transit Coordinator, require the same knowledges, skills and abil it i es. Although there are few positions available with which to compare the Transit Coordinator, there are other relevant factors affecting recruit- ment that must be considered. In discussions with several transit managers in Cal ifornia, it was emphasized that even if the salary is competitive, the cost of purchasing a home and living in San Diego makes the move financially impractical for most transit professionals living outside the County. This limits our ability to recruit to the local transit professionals or to individuals somewhat less qualified than currently acceptable. Relocation costs are another obstacle facing prospective candidates for the position. Perhaps by offering a relocation allowance we could influence the candidate of our choice to come to Chula Vista for a salary somewhat lower than would otherwise be acceptable. Another point that should not be overlooked is that, of the four applicants considered by the Deputy City Manager, none would accept the position for less than $30,000 per year. An increase in the maximum annual salary from $28,380 to $30,000 would provide several candidates who would be interested in the position. An additional increase in the maximum annual salary to $33,000 may enable the City to attract individuals from the County, C.P.O. or M.T.D.B. who are interested in a lateral move to broaden their experience. In any case, in order to attract a qualified transit professional, it is recommended that the salary be increased to a maximum of somewhere between $30,000 and $33,000 per year.
