CITY PLANNING COMMISSION OF
CHULA VISTA, CALIFORNIA
September 28, 1977
A combined business meeting and study session of the City Planning Commission
of Chula Vista, California was held on the above date beginning at 5:00 p.m.
with the following members present: Chandler, Smith, R. Johnson, G. Johnson,
O'Neill and Renneisen. Absent: Commissioner Pressutti. Also present:
Director of Planning Peterson, Assistant Director of Planning Williams,
Assistant Director of Public Works Lippitt and Assistant City Attorney Harron.
APPROVAL OF MINUTES
MSUC (R. Johnson-Renneisen) The minutes of the meeting of September 14, 1977
be approved as mailed.
1. PUBLIC HEARING (Cont.): Conditional Use Permit PCC-78-3 - Operation of
retail sales with service station at 898 Third Avenue-
Atlantic Richfield Company
Director of Planning Peterson advised that a representative of the Atlantic
Richfield Company had requested by telephone that this hearing be continued to
the meeting of October 26.
MSUC (Renneisen-R. Johnson) The public hearing in consideration of conditional
use permit PCC-78-3 for Atlantic Richfield Company be continued to the meeting
of October 26.
2. Request for installation of public improvements at 3850 Palm Drive
Director of Planning Peterson reported that the installation of public improvements
adjacent to 3850 Palm Drive was deferred by the Planning Commission in July 1973
because it would have been impractical to construct individual portions of Palm
Drive due to grade and drainage problems. The current development of Bonita
Ridge Estates Unit No. 3 includes the improvement of Palm Drive in the vicinity
of this property. It is therefore appropriate to require the street improvements
adjacent to 3850 Palm Drive and the Engineering Division has requested that the
Planning Commission transmit a written request to the property owner.
MSUC (G. Johnson-Renneisen) The owner of the property at 3850 Palm Drive be
directed to install the public improvements to Palm Drive which were deferred
in July, 1973.
3. Consideration of reports of plannin9 consultant on the 450 acre portion
of E1 Rancho del Rey
Director of Planning Peterson explained that the purpose of this discussion is
to inform the Planning Coninission of the work being done by ACCORD and Sedway/
Cooke on the 450 acre Rice Canyon portion of E1 Rancho del Rey. In the near
future the Planning Commission will consider the recommendations made by ACCORD

and the planning consultant.
Assistant Director of Planning Williams briefed the Commission on the work
done at the ACCORD meetings to give the Commission an idea of the process
followed in preparing the recommendations. Mr. Peterson outlined the
procedures which would be followed in bringing the matter before the Planning
Commission from this point on. The Commission briefly discussed the land
use proposals and Commissioner G. Johnson expressed the feeling that a rec-
reational-commercial complex would be appropriate in the area of "H" Street
interchange with 1-805.
ADJOURNMENT
The meeting was adjourned for dinner at 6:30 p.m.
