HomeMy WebLinkAboutReso 1980-10195 " RESOLUTION NO. 10195 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING NEGATIVE DECLARATION FOR IS-80-31 AND FINDING OF NO SIGNIFICANT ENVIRONMENTAL IMPACT (ERR-80-3) FOR SENIOR CITIZEN HOUSING SITE ACQUISITION The City Council of the City of Chula Vista hereby resolves as follows: WHEREAS, it has been proposed to acquire and utilize properties at 432-438 F Street in the City of Chula Vista for the provision of senior citizen housing; and, WHEREAS, City staff has completed an environmental review of the subject property and has published a Notice of Finding of No Significant Effect on the Environment; and, WHEREAS, it was found that the proposed project would not result in any adverse impacts under the California Environmental Quality Act or the National Environmental Protection Act. NOW, THEREFORE, BE IT RESOLVED that the City Council approves and adopts the Negative Declaration, IS-80-31, and the Finding of No SLgnificant Impact (ERR-80-3) for the senior citizen housing site at 432-438 F Street. Box 1087 Chu1a Vista, Ca1iforn~a 92012 (714) 575-5101 June 19, 1980 TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: The above named City proposes to request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1977 (PL-95-128) to be used for the following project: The project involves the acquisition of property for low and moderate income senior citizens housing. There would be 60 units on about 1 acre, located at 432, 436, & 438 "F" Street, Chula Vista, California. It has been determined that such request for release of funds will not co~stitute an action significantly affecting the quality of the human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL-91-190). The reasons for such decision not to prepare such statement are as follows: 1. The size of the proposed project, 60 units on 1.00 acres would be deemed neglibible and have an insignificant effect on the environment. 2. The short term environmental effects would consist of grading and construction related operations which would be minor in the achievement of long range goals of the City of Chula Vista. All long term environmental effects can be mitigated to a level of insignificance. 3. The proposed use is compatible with the General Plan and associated elements. 6. There has been little or no controversy surrounding the proposed project nor is any anticipated. An Environmental Review Record (ERR-80-3) respecting this project has been completed by the above named City which documents the environ- mental review of the project and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying, upon request at 276 4th Avenue, Chula Vista, California, 92010, between the hours of &:00 a.m. and 5:00 p.m. No further environmental review of such project is proposed to be conducted, prior to the request for release of federal funds. Jef, All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the City to the Environmental Review Coordinator, Planning Dept. P.O. Box 1087, Chula Vista, California 92012. Such written comments should be received at the address specified on or before July 7, 1980. All such comments so received will be considered and the City will not request the release of federal funds or take any administrative action on this project prior to the date specified in the preceding sentence. Reid, Environmental Review Coordinator SUBJECT: Adequacy of 1S-80-31 for proposed senior citizen site acquisition. On December 13, 1979 the Environmental Review Committee adopted a Negative Declaration (1S-80-31) for 30 multi-family units and required parking at 432-38 "F" Street, subject to six mitigation measures. ( The City of Chula Vista Redevelopment Agency proposes to acquire the property to construct 60 sinior citizen multi-family units and required parking. The following is an analysis of and comparison of the environmental effects stated in Negative Declaration 1S-80-31. 1. Soils/Noise Aesthetics The proposed mitigation for these environmental effects will not change with this proposal. This is because the project will result in substantially the same effects and the setting character of the area have not significantly changed. No new mitigation is required and the Negative Declaration for Case No. 1S-80-31 is recommended as adequate for these areas of concern. 2. Schools Schools will not be impacted from the senlor citizen project. 3. Parks c Park facilities for senlor citizens exist within 1/2 block of the project. The existing shuffleboard courts and senior citizen facility at Memorial Park will be undergoing refurbishing by the City of Chula Vista in the near future and an existing senior citizen center is located at the Norman Park Center at F St and Del Mar Ave., within 1 1/2 blocks of the project. The addition of 60 senior citizen multi-family units will have an insignificant effect on existing park facilities. .-/ ! O)q t:J 2 :C 4. Traffic Traffic generation factors for senior citizen housing are less than half that of a conventional multi-family development, therefore with the proposed nillOCer of units the traffic impact will remain as indicated in the Negative Declaration (IS-80-31) RECOf.'f..MENDATION Recommend that the Redevelopment Agency adopt Negative Declaration IS-80-3l as being adequate to support a finding of no significant impact. ( ( .- lor q~ CONDITIONED o NEGATIVE DECLARATION ,( PROJLCT TITLE: Casa de Miguel Project Location: 432-38 "F" Street Project Proponent: CASE NO. 1S-80-31 Michael Foote Developers, Inc. 9865 Erma Rd. San Diego DATE: December 13, 1979 92131 A. Project Setting The project site involves six parcels located at 432, 436 and 438 "F" Street. Three single family dwellings are located on the three lots fronting on F St. the remaining three lots south of the these lots. Adjacent land uses consist of Anthony's School and parking lot to the east, multiple family units to the south and west, and F St. and the Civic Center to the north. The site, which will be consolidated into one parcel, supports abundant vegetation, including many mature trees located throughout the property. B. Project Description The applicant proposes to construct 30 one and two bedroom condominium units. A swimming pool and 49 on-site parking spaces are also planned. The applicant has indicated that approximately 10 mature trees will be removed through grading for the project which will slope down away from F St. C. Compatibility with zoning and plans. The project is located within the R-3 zone and will result in a density of 30.65 units per acre. The proposal is in conformance with zoning and in basic consistency with the General Plan. D. Identificution of environmental effects 1. Soils -- The Engineerinq Dept. has indicated that expansive soils are present on site. A soils report shall be required and incorporation of recommendations contained therein will reduce this impact to an acceptable level. 2. Noise -- A noise analysis (National Research Program Report 117) '- ..../ /0/11.) -2- :( of 'existing traffic volumes on F St. was conducted to determine potential noise exposure. The analysis indicated that the proposed structure would be subject to 67 dB or lower noise levels eminating from passing vehicle traffic. Since conventional construction may reduce interior noise intrusion by as much as 20 dB, the resultant estimates indicate that a level of 47 dB may be reached. This estimate indicates an unacceptable noise level and may require mitigation. A noise analysis conducted by a qualified acoustician should be prepared incorporating any recommendations to assure acceptable noise levels. 3. Schools The local junior high school and elementary school are currently operating in excess of avilable classrooms. The local high school is operating under its present capacity. The applicant will be required to submit fees to the appropriate school districts to ensure additional or alternate classroom space for new students. 4. Parks -- ( The project is located within City Park Dist. #3 which has 8.6 acres of developed parkland. Current park acreage requirements amount to 22.4 acres within this district. Fees will be required in lieu of parkland dedication to mitigate anticipated impacts. 5. Aesthetics The applicant proposes to remove approximately 10 mature trees- (ranging from fruit trees anc. pepper trees to palm trees). The location and size of these trees have been plotted on the parking plan submitted by the applicant. The applicant 3h~11 hBke every effort to retain existing trees where pos~ible. The Design Review Committee shall consider the disposition of all existing trees on site. 6 Traffic The level of service presently accounted for on F St. is rated "0" and with the 'estimated 240 trips per day generated by this project, it will do nothing but aggravate this low service level. Traffic signal fees will be charged to help offset the costs for left turn phasing at the intersection of F St. and 4th Ave. thereby reducing some traffic congestion problems in the area. E. A noise analysis shall be prepared by a qualified acoustician with recommendations incorporated into the project. .( '\ 3. School fees will be required to ensure classroom space for new students. 4. Fees in lieu of parkland dedication and improvement will be required. 5. The disposition of existing on site trees shall be reviewed by the Design Review Committee. 6. Traffic signal fees will be charged to help offset the cost for signal improvements. F. Findings of no significant impact 1. The site is void of any endangered wildlife; however, there is an abundant variety of mature trees present. The Design Review Committee process will ensure that existing trees will be preserved and included in the planning design where feasible. There are no geological hazards present in the project vicinity. Impacts due to expansive soils can be mitigated. ( \ 2. The proposed project is in conformance with the General Plan and associated elements and is not anticipated to achieve short term to the disadvantage of long term environmental goals. 3. All potential impacts can be mitigated to an insignificant level and there are no impacts forseen which could interact to create any significant cumulative effects on the environment. 4. The project will not cause any substantial increase in ambient noise levels and no significant source of hazardous emissions will result. G. Consultation City of Chula Vista D. J.
