October 12, 1977
A regular meeting of the City Planning Commission of Chula Vista, California
was held on the above date beginning at 7:00 p.m. with the following members
present: Chandler, Smith, G. Johnson, R. Johnson, Pressutti, Renneisen and
O'Neill. Also present: Assistant Director of Planning Williams, Current
Planning Supervisor Lee, Environmental Review Coordinator Reid, Associate Planner
Liuag, Assistant Director of Public Works Lippitt, Assistant City Attorney Harron,
Commissioner Gillow of the Environmental Control Commission, and Secretary Mapes.
The pledge of allegiance to the flag was led by Chairman Chandler, followed by
a moment of silent prayer.
APPROVAL OF MINUTES
MSUC (Renneisen - R. Johnson) The minutes of the meeting of September 28, 1977
be approved as mailed. Commissioner Pressutti abstained from voting due to his
absence from that meeting.
ORAL COMMUNICATIONS
Mayor Hyde, 803 Vista Way, Chula Vista, expressed the sincere thanks of the City
Council and himself for the service rendered by the Planning Commissioners for
the many hours spent at meetings and in study and consideration of the large
volume of proposals submitted for City approval. As an expression of appreciation
he presented each Commissioner with a key to the City.
Chairman Chandler expressed the gratitude of the Planning Commissioners.
Sam Blick, attorney representing Atlantic Richfield Company, requested that the
public hearing in consideration of their conditional use permit for retail food
sales at the existing service station at 196 Broadway be continued. He noted that
the public hearing on a similar application for another location was previously
continued to the meeting of October 26, and suggested that both hearings be
continued for approximately 30 days beyond that date. It was noted that the
second meeting in November will be November 23 and Mr. Blick concurred with a
continuance to that date. He reported that he had only recently been retained
by the Atlantic Richfield Company to represent them at this hearing and he would
like an opportunity to first meet with the staff in an attempt to find a solution
to the objections cited in the report to the Commission.
MSUC (G. Johnson-Renneisen) The public hearing in consideration of conditional use
permit application PCC-78-6 (item 6 on the agenda for this meeting) be continued
to the meeting of November 23, 1977.
CONSENT CALENDAR
1. Consideration of request for extension of time on conditional use permit
PCC-76-15 for expansion of facilities - Bay General Hospital
2. Consideration of request for extension of time on conditional use permit

3. Consideration of request for change of condition relating to hours of
operation on PCC-76-21, Holiday Honda, 366 Broadway
MSUC (R. Johnson-Renneisen) The three items on the consent calendar be approved
in accordance with the recommendations in the staff report.
4. Consideration of request to move two commercial buildings on to 229 F Street
in C-O zone - Shirley Grasser
Associate Planner Liuag reported that the two commercial structures to be moved
from 580 Third Avenue to the property at the northwest corner of Twin Oaks Avenue
and F Street, are part of a medical complex which must be moved due to the rede-
velopment of the area for the San Diego County Center and Court complex. He called
attention to the site plan showing the proposed location of the structures,
pointing out that the buildings total approximately 3,000 square feet and will
require 12 parking spaces, which have been provided at the rear of the buildings.
The buildings are contemporary in design and will be treated with wood siding.
The staff recommends approval of the move-on based on the finding that the buildings
will be compatible with other buildings in the area.
MSUC (Renneisen-G. Johnson) The Commission finds that in accordance wi th the
Negative Declaration on IS-78-20 and the findings stated therein, this project will
have no significant adverse environmental impact and certifies the Negative
Declaration.
MSUC (Renneisen-Pressutti) The Commission recommends that the City Council find
the proposed buildings to be architecturally compatible with the surrounding area
and approved the move-on of two commercial structures onto the property at the
northwest corner of Twin Oaks Avenue and F Street, subject to the three conditions
set forth in the staff report.
5. PUBLIC HEARING: Consideration of EIR-78-1 for Hudson Valley Estates proposed
subdivision
Environmental Review Coordinator Reid advised that this report covers the proposed
subdivision and development of slightly over four acres, to be divided into ll lots.
The development will require substantial grading with an 8 ft. retaining wall
parallel to Los Flores drive.
Mr. Reid pointed out that one of the environmental concerns relates to a stand of
rare and endangered species of ragweed; however, the biologist who reviewed the
project indicated this reduction is tolerable as far as retention of the species
is concerned.
This being the time and place as advertised the public hearing was opened.
Howard Carter, 6353 Clyde Avenue, San Diego, advised that he owns property to the
east of the proposed development. He reported that they were told a year ago
that street improvements, sewer, etc. should be in before Christmas, but nothing
has been done. He asked what effect this subdivision would have on the area
across the valley.
Mr. Reid advised that this project would provide public street and sewer service
which would be available to the properties to the east.

Roy Shepherd, 366 Theresa Way, advised that he owns a lot to the north of this
development and asked if the sewer would go past that property so they would have
an opportunity to build.
Mr. Reid advised that it would.
As no one else wished to speak, the public hearing was closed.
MSUC (Pressutti-R. Johnson) The Commission certifies that EIR-78-1 has been
prepared in accordance with CEQA and hereby adopts the report, with the inclusion
of comments from the Environmental Control Commission, as the final environmental
impact report on the Hudson Valley Estates proposed subdivision.
6. PUBLIC HEARING: Conditional use permit PCC-78-6 for retail food sales at
existin9 service station at 196 Broadway-Atlantic Richfield Co.
This item was earlier continued to the meeting of November 23, 1977 under oral
communications.
7. PUBLIC HEARING: Variance PCV-78-1 - Request to develop lot without street
frontage at 669 Gretchen Road in R-1 zone - Betty Regan
Associate Planner Liuag reported that approval of this request would permit the
division of the lot at 669 Gretchen Road, creating a parcel at the rear with no
street frontage. The lot isslightly wedge shaped and has an average depth of
200 feet, with the existing dwelling located in the front portion of the lot.
The lot slopes upward from the front to the rear. A 10 foot driveway would be
provided along the south property line to the proposed dwelling in the rear.
Mr. Liuag noted the location of two existing easements on this property.
As this proposal involves only one additional dwelling it is categorically exempt
from environmental review and the staff recommends approval of the variance subject
to the five conditions contained in the staff report.
This being the time and place as advertised the public hearing was opened.
Dick Killalea, 664 Gretchen Road, owner of property directly across the street,
indicated he was not opposed to this request, but pointed out that many of the
lots on that side of the street are large and questioned whether consolidation of
some of the lots would permit the building of apartments.
He was advised that the onlyway additional development may occur is by the division
of lots to provide for an additional single family home on a 7,000 sq. ft. lot
in this R-1 zone.
As no one else wished to speak, the public hearing was closed.
MSUC (G. Johnson-Pressutti) Based on the findings as stated in the staff report,
the Commission approves variance application PCV-78-1 to reduce the minimum lot
frontage from 60 feet to zero in order to divide the property at 669 Gretchen
Roadintotwo lots, subject to the six conditions enumerated in the staff report.

8. PUBLIC HEARING: Consideration of precise plan PCM-78-5, including move-on
of residential structure to lot with existing house at
428 "L" Street in R-3-P-14 zone - T. R. & D. T. Bradley
Associate Planner Liuag pointed out that the move-on is contingent upon approval of
the precise plan. He also noted that while the adopted guidelines for this "P"
Modifying District discourage the intensification of development on individual
lots under 10,000 sq. ft. through the addition of a second dwelling unit, this may
be permitted if the architectural treatment of the two units is matched and the
site plan provides an integrated complex with offstreet parking and usable open
space.
The applicant proposes to move an existing single family dwelling from a nearby lot
which was recently approved for an apartment complex. The site plan and the
recommended conditions will assure architectural compatibility of the two single
family dwellings to occupy this lot. An addition to the moved on structure would
extend to within 5 feet of the side property line for a distance not to exceed
20 feet, whereas the guidelines specify an 8 foot setback. It is felt this
would not be detrimental to the adjacent property since ample open space is
provided.
In response to a question from Commissioner O'Neill, Mr. Liuag advised that
there is as yet no formal agreement between the owner of this property and the
owner of the adjacent lot for joint use of the access drive. This will be
resolved prior to issuance of a building permit.
In answer to a question from Commissioner G. Johnson, Mr. Liuag affirmed that
there is no requirement for garages in the R-3 zone, but that offstreet parking
must be provided.
This being the time and place as advertised, the public hearing was opened.
Doris Bradley, owner of the property at 428 L Street, advised that the reason no
formal agreement on the access drive has been completed is that the owner of the
adjacent parcel is at sea on a fishing trip. Both parties have tentatively
agreed to a plan to widen the driveway by 3 feet and install concrete paving.
As no one else wished to speak, the public hearing was closed.
MSUC (Pressutti-R. Johnson) Based on the findings as stated in the staff report
the Commission mcommends to the City Council the approval of the precise plan
and the proposed move on of a residential structure to the property at 428 "L"
Street, subject to the six conditions enumerated in the staff report.
9. PUBLIC HEARING: Consideration of precise plan PCM-78-8 for development of
Chula Vista Condominiums at the southwest corner of quintard
and Tobias Drive - Dworkin & Pritikin
Current Planning Supervisor Lee reported that this proposal is for a 30 unit
condominium project of 2 bedroom townhouse units. This density conforms to the
present zoning of R-3-P-12 which was enacted last year. The development proposal
also meets the guidelines for the modifying district which were established by
the City Council at the time the zoning was adopted. As noted on the display,
the architecture is contemporary and the parking is conveniently located for the
units. Although the specific details of handling the offsite drainage is not
completely resolved, this will be accomplished upon the engineering department's
review of the public improvement and grading plans. It is recommended that the

plan be approved subject to the eight conditions listed in the staff report.
This being the time and place as advertised, the public hearing was opened.
Stewart Pritikin, 9360 Activity Road, Suite B, San Diego, commented on their
efforts to develop the precise plan to meet all requirements of the modifying
district. He advised that the architect and engineer were present at the meeting
if the Commission had questions to ask of them.
Mrs. Carolyn Butler, 93 Bishop Street, indicated that she was expressing concerns
of many of her neighbors as well as herself. One of the concerns relates to the
EPA money to come from the State and Federal government for improvement of the
sewer system in the County, they feel it will be some months before these improve-
ments are completed. It is also feared that the construction of 2 story townhouse
units will deprive the residents of the adjacent area of the view they have
enjoyed and that the required parking will be a problem to the area in terms of
beautification. These problems may lower the price value of the existing homes.
Mrs. Butler pointed out that the junior high school in the neighborhood is
presently overloaded and the developer cannot discriminate against families with
children. She pointed out two existing single family homes, within the overall
site, are to remain and questioned whether redevelopment of those lots at a
future date would bring the density of the area to a figure higher than that
permitted under the present zoning.
Mrs. Butler advised that she was speaking for her neighbors because many of them
do not speak English. She pointed out that many of them had not been able to
read the public hearing notices and requested that notices sent to residents of
that area be printed in both English and Spanish.
Clay Morud, 32 Plymouth Court, advised that his concern was not over this proposed
plan, but over the other undeveloped lots in the area. He asked for assurance
that those lots would not be developed unless the entire area is within the
density set by the established zoning.
As no one else wished to speak, the public hearing was closed.
Commissioner Smith commented on the landscaping objectives included in the plan
and expressed the hope that an effort would be made to use plants that use a low
amount of water.
Mr. Lee advised that the City's landscape architect is working carefully with
the developers of all projects to use drought resistant plants wherever practical,
particularly on slope areas.
Commissioner Pressutti asked that the staff respond to the concerns expressed
by Mrs. Butler.
Mr. Lee pointed out that 2 story structures are allowed even in the R-1 zone and
that many of the existing residences in the adjacent R-2-T zone are 2 story. He
also pointed out that the density of development is based on the area within the
project, and any other property to be developed must also conform to that density.
Assistant Director of Public Works Lippitt advised that in a conversation with
County representatives, it was learned that a grant has been received for increasing
the sewer capacity in this area and the County is awaiting EDA approval of a
contract to be awarded on the basis of bids which have been received. It is

anticipated that construction of the additional sewer capacity will begin by
December 1st since one of the provisions of the grant is that work commence
within 90 days. The length of the contract is 120 days so the work would be
completed four months after December 1st.
Mr. Lippitt affirmed they are still working on details of the drainage but that
it will entail an approved drainage course and will not be flowing across bare
property, so it will be a better situation than presently exists.
MSUC (Pressutti-R. Johnson) The Commission finds that in accordance with the
findings stated in the Negative Declaration on IS-78-13, this project will have
no significant adverse environmental impact, and certifies the Negative Declaration.
MSUC (Pressutti-Renneisen) Based on the findings as stated in the staff report,
the Commission recommends that the City Council approve the precise plan, PCM-78-6,
for a 30 unit townhouse project at the southwest corner of Quintard Street and
Tobias Drive, subject to the conditions enumerated in the report.
ORAL COMMUNICATIONS
Mrs. Carolyn Butler, 97 Bishop, expressed her thanks to the Commission for
listening to her concerns as they relate to development in the Castle Park area,
and for their consideration of the problems of that area.
Commissioner Pressutti complimented Mrs. Butler for her efforts and pointed out
that some constraints have been placed on development in the area which might
not have been enacted otherwise.
DIRECTOR'S REPORT
Assistant Director of Planning Williams noted that the study session scheduled
for October 19th will start at 7:00 p.m. in the Administrative Conference Room.
This session will be devoted to a further discussion of the final report of
Sedway/Cooke on the Rice Canyon area.
COMMISSION COMMENTS
Chairman Chandler read a letter addressed to the Commission by former Commissioner
Grover Starr in which he expressed his pleasure of serving on that body for 3½ years.
ADJOURNMENT
Chairman Chandler adjourned the meeting at 8:12 p.m.
