HomeMy WebLinkAboutReso 1980-10088 . ~ ~ T RESOLUTION NO. 10088 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA CERTIFYING ENVIRONMENTAL IMPACT REPORT EIR-80-5, AND ADOPTING CEQA FINDINGS FOR DEVELOPMENT OF RANCHERO SECTIONAL PLANNING AREA ~ The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, a Master Environmental Impact Report, EIR-78-2, was prepared and certified prior to the approval of the El Rancho Del Rey Specific Plan, and WHEREAS, El Rancho Del Rey, Inc. wishes to file a Sec- tional Planning Area plan and tentative subdivision map for the Ranchero Sectional Planning Area of El Rancho del Rey, and ~ WHEREAS, the Environmental Review Committee of the City of Chula Vista selected Advance Planning and Research Associates as the consultant to prepare the Environmental Impact Report on the proposed project, and reached an agreement for the preparation of the Environmental Impact Report on the project, and said Com- mittee issued a draft Environmental Impact Report for public and agency review, and WHEREAS, legal notice of the availability of the draft Environmental Impact Report was given through publication in a newspaper of general circulation and a notice of completion was filed with the Secretary of Resources for the State of California, and WHEREAS, the Planning Commission of the City of Chula Vista held a public hearing on the adequacy of the draft Environ- mental Impact Report and a response to all letters of input and testimony at the public hearing was incorporated into the Environ- mental Impact Report. , NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista finds that Environmental Impact Report EIR-80-5 on the proposed development of Ranchero Canyon Sectional Planning Area has been prepared in accordance with the California Environmental Quality Act of 1970, as amended, the California Administrative Code, and the Environmental Review Policy of the City of Chula Vista, and hereby certifies that it will consider the information in the Environmental Impact Report as it makes a recommendation of the project. + BE IT FURTHER RESOLVED that the City Council finds that in accordance with the attached CEQA findings the implementation of specific mitigation measures will avoid significant adverse environmental effects in the following areas: (The numbers in parenthesis following each heading refer to the section number of the EIR) a. Geology (3.2) b. Land form/Aesthetics (3.3) c. Noise (3.5) d. Biology (3.6) e. Fire protections (3.8) f. Paleontology (EIR-78-2, 5.11) . . ~ ~ BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista hereby finds that the provision of education ser- vices is the responsibility of the appropriate school districts with State funding sources, however, the City of Chula Vista will continue to provide a mechanism for cooperation between the developer and the school districts in providing adequate educa- tional services; provided, further, if the school districts provide evidence of overcrowding, further actions may be necessary .
