RESOLUTION NO. l0081-A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING THE TENTATIVE SUBDIVISION MAP FOR
CHULA VISTA TRACT 80-15, HIDDEN VISTA VILLAGE
SUBJECT TO APPROVAL BY THE CITY COUNCIL OF THE
PROGRAM FOR THE CONSTRUCTION OF EAST "H" STREET
BEYOND THE PROJECT BOUN~RIES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, EIR-79-8 and the candidate CEQA findings which
are supplementary to that EIR for the subject property has hereto-
fore been certified by the City Council, and
WHEREAS, the Planning Commission of the City of Chula
Vista has heretofore approved that certain tentative map of a
subdivision to be known as Chula Vista Tract 80-15, HIDDEN VISTA
VILLAGE, and has recommended that the City Council approve said
tentative map subject to the conditions contained in Planning
Commission Resolution No. PCS-80-lS, adopted on the 19th day of
March, 1980, a copy of which is attached hereto and by this
reference made a part hereof the same as though fully set forth
herein.
NOW, THEREFORE, BE IT. RESOLVED that the City Council of
the City of Chula Vista does hereby approve said tentative sub-
division map in accordance with Planning Commission Resolution No.
PCS-80-lS; provided, however, that said approval be, and is hereby
conditioned upon the resolution of both responsibilities and
financial liability for the construction of East "H" Street beyond
the boundaries of Chula Vista Tract 80-15 and that said resolution
be, and the same is hereby amended by adding thereto the following
conditions:
68. That at such time as the proposal for
residential use of the property adjacent to the retail
commercial acreage on the south side of East "H"
Sheet, being an area as shown on Exhibit B designated for
low income housing of 232 dwelling units on approxi-
mately 11 acres, is ready for development in Phase IV of
the overall development, developer shall submit to the
City Council evidence as to why said property should
remain in such residential use or should not thereafter
be rezoned for inclusion in the commercial zone for
incorporation into the retail shopping center contiguous
thereto. It is understood and agreed that the tentative
map approval does not authorize developer to proceed
with the low income housing project without such prior
approval of the City Council.
69. Council specifically directs that the pedestrian
access to Vista Coronado Drive shall include the use of
steps and ramps so as to thoroughly limit the use of
said access to pedestrians and eliminate the possibility
of such use by means of vehicular traffic.
70. All terms and conditions herein relative to
responsibility for and financial obligations and
processes concomitant thereto for offsite construction
of "H" Street, having been resolved in accordance with
the requirements of this resolution, shall require the
appropriate amendments to Planning Commission Resolution
No. PCS-80-lS to reflect the terms and conditions of the
Council action relating to the extension of East "H"
Street.

BE IT FURTHER RESOLVED that if and in the event the
issue of the improvement of East "H" Street beyond the boundaries
of Chula Vista Tract 80-15 have not been resolved and the City
Council shall not have approved a financial plan for the improve-
ment of the East "H" Street extension on or before July 6, 1980,
the approval of this tentative map as granted by this resolution
shall be of no further force and effect; provided, however, the
City Council may extend the time period for the consideration of
the East "H" Street issue beyond said date and any public hearing
scheduled for such consideration shall be confined solely and
exclusively to the issue of the consideration of the respon-
sibility and financial obligations for the construction of East
"H" Street.
