Road Closure of Elmhurst Street Associated with the Otay Lakes Road Street Widening CIP Project, STM-355 for the Purpose of Constructing Drainage Cross Gutters and Installing New Traftic Signals TO: FROM: SUBJECT: On July 26, 2010, Southland Paving Inc, a contractor hired by the City for the Otay Lakes Road Widening Project, submitted traffic control and detour plans requesting the closure of Elmhurst Street at the intersection of Otay Lakes Road for the purpose of constructing a drainage cross gutter and installation of new traffic signals. The strect closurc would occur for a 1 y, week period betwcen July 28 and August 6, 2010. Staff considers this a necessary closure to allow the concrcte used to build the cross gutter to cure properly before opening the street to normal traffic, as well as placing new traffic signal standards at this intersection that is currently non-signalized. The option of constructing the cross gutter one-half at a time and diverting traftlc onto the existing half with partial street closures was considered but because there arc sufficient detour routes, staff feels there would be less impact to motorists and residents if the entire width were constructed at once, thereby shortening the overall construction time. Signs will be erected notifying the pub lie of the upcoming closures a minimum of two days in advance of closing the street. Residents in this arca will be able to access their homes via Gotham Street off of Otay Lakes Road and via Auburn A venue off of East H Street. Chuta Vista Transit will not be affected by the street closure. All emergency services will be adequately accommodated during the closure periods. The Traffic Engineering Section has reviewed and conceptually approved the closure and detour plan. The plllpose of this memorandum is to advise the City Council of said closures in accordance with Council Policy No. 576-15, which requires that Council be notified in advance of a request to close a street for major construction work.
