ITEM TITLE: Resolution /0 off Approving an ag::eanent between th~ Ci~y of Ch~la Vista and
the County of San Dlego for the Clty to provlde senlor lnformatlon and referral
services to the South Bay area during fiscal year 1980-81

The City of Chula Vista has been operating the South Bay Senior Information and Referral
Center for the past two years. Partial funding for the Center is provided by a grant from
the County Area Agency on Aging (AAA). The AAA is pleased with the services provided by
the South Bay Center and has proposed that the agreanent to operate the Center be extended
for another year, beginni.ng July 1, 1980. (A copy of the agreement is included as an
exhibit.) A $28,937 AAA Grant is available for operation of the Center.
RECa\1MENDATION: That Council approve resolution authorizing Mayor to execute agreanent
between City and County for the City to operate the South Bay Senior Information and Refer-
ral Center.

DISCUSSION
111e South Bay Information and Referral Center is providing South Bay seniors an essential
service. The Center averages,400 inquiries and ser.vice requests each lIDnth. Linkup assis-
tance is provided for the seniors through service providers in the areas of legal, hospital
release, transportation, in-home care, jobs and stress reduction.
A detailed budget for the Center will be part of the Parks and Recreation Department's
1980-81 annual budget request. In essence, the total estimated budget is $ U, 637. Revenue
to support the' program is proposed from the following sources:
AAA Grant $23,937
Community Development Block Grant Funds 7,570
In-Kind Services* 5,130
$1:1,637
*Note: The in-kind services are supervisory and clerical services budgeted in other
Parks and Recreation Departrrent activities. These services meet the grant requirement
for the grantee to provide a matching 15% of the grant funds.
FISCAL IMPACT
The amount of $7,570 has been requested in the fiscal year 1979-80 Community Developroent
Block Grant budget for the Senior Information and Referral Center; $23,937 will be forth-
coming from the AAA Grant; and the $5,130 in-kind services are budgeted in other Parks and
Recreation Departlment activities.
